<br />URS <br /> <br />Keith Stannarct (cont'd.) <br /> <br />c <br /> <br />~ <br />~ <br /> <br />Project Manager, Southwest 344th Street/Palm Drive Park and Ride <br />Facility, Florida City, Miami-Dade Transit (2008-Present): Project <br />Manager responsible for preparation of an Environmental Assessment <br />(EA) for the development of a Park and Ride facility in Florida City. <br />Tasks include project scoping, public involvement, data collection, <br />alternatives analysis, preparation of the EA and FONS!. <br /> <br />Project Manager, Northwest 114th Avenue Improvements (Tract <br />34), City of Doral Public Works (2008): Applied for and obtained <br />Federal, State and County environmental resource permits for the <br />construction N\X1 114th f\venue through a lO-acre freshwater wetland. <br />Tasks included wetland delineations, UI'vL\lvf functional assessments, <br />wildlife surveys, agency coordination, contamination reviews, and wetland <br />mi tiga tion planning. <br /> <br />Project Manager, Passive Recreational Areas Feasibility Study <br />(2008): Responsible for conducting an Environmental Feasibility Review <br />to evaluate the potential "red flags" or fatal flaws associated with the <br />planned use of two large tract wetland mitigation areas as potential passive <br />recreational parks for the City of Doral. <br /> <br />Project Manager, 6-inch Miami Beach Lateral Biscayne Bay, <br />Miami-Dade County, Florida Gas Transmission Company (2006- <br />Present): Project Manager responsible for environmental-related tasks <br />associated with the placement of concrete mats on 10 exposed segments <br />of existing submerged pipe (segment length varies up to 600 linear feet) <br />located in the Biscayne Bay Aquatic Preserve which is also classified as an <br />Outstanding Florida \X1ater. Tasks include coordinating and conducting <br />an intensive 14-day underwater benthic resources/seagrasses survey using <br />SCUBA and surface support personnel to identify, assess and map (in GIS <br />and AutoCad) marine benthic resources within 65 feet perpendicular to <br />each exposed segment due to the size of the vessel laying the concrete <br />pads and potential impact from scour. Results of the survey will be used <br />to apply for federal, state and local agency permits and provide suitable <br />mitigation for proposed impacts due to construction activities. Additional <br />tasks include regulatory agency coordination (FDEP, USACE, NMFS and <br />DERM), environmental resource permitting, resolving sovereign <br />submerged lands issues, preparation of Essential Fish Habitat Assessment <br />and a marine species Biological Assessment, development of a mitigation <br />plan including restoration of prop scars within FDEP's Biscayne Bay <br />Aquatic Preserve, coordination with mitigation contractors and assisting <br />with bid documents. <br /> <br />c <br /> <br />Project Manager, District-wide Misc. Permitting Services <br />Consultant (Contracts C-7724 and C-8I41), FDOT, District VI, $3 <br />million, (2001-Present): URS was a\varded two $1.5 million contracts to <br />manage and direct environmental permitting activities and other <br />environmental-related studies for various large and small-scale FDOT <br />roadway improvement, new roadway, bridge replacement/improvement, <br />boat ramp restoration and tunnel projects throughout Mami-Dade and <br />Monroe Counties in Florida.
