<br />An explanation of why the Proposer is the best qualified to perform the contract and
<br />demonstrate its qualifications including an item-by-item disclosure outlining how the firm
<br />meets or exceeds the requirements of the RFP.

<br />Team Tally is very familiar with these two projects (pier and restaurant and bridge) since Tally
<br />Engineering, at the request of the City of Sunny Isles, reviewed the projects and provided an
<br />estimate to perform a peer review of the projects. This provided a basic understanding of these
<br />projects and has allowed Team Tally to put together a team tailored to meet the needs of these
<br />projects from design to complex construction, building experience and special inspector services.
<br />Team Tally has experience in all aspects of these projects. The team and individuals assembled
<br />for these projects cannot be matched.
<br />
<br />Team Tally's understanding of these project includes geotechnical and construction management
<br />services for the construction of the North Bay Road bridge to connect 172 to 174 Street, the fishing
<br />pier and restaurant.
<br />
<br />These two projects require experience in the areas of bridge construction and building construction.
<br />Tally Engineering is one of the few consultants that, by itself, has all the qualifications for bridge
<br />design and inspection, building design and inspection, geotechnical design, inspection and
<br />laboratory testing and services. This bridge project has a special qualification, designated in the
<br />FDOT guidelines and specifications as complex bridges, and this is met by inclusion in Team Tally
<br />of New Millennium Engineering, Inc. Tally Engineering has done numerous design, construction
<br />engineering and inspection services for towns and cities statewide, as well as numerous building
<br />designs, threshold inspection, and special inspection services. Attached as Attachment "B", is a
<br />summary of this work. In order to provide additional expertise and provide the City of Sunny Isles
<br />with the exact needs to ensure success in this project, Team Tally has been assembled additional
<br />expertise and skills for these projects.

<br />Construction Administration and Proiect Manaqement Services
<br />
<br />Team Tally has assigned a Project Manager who has extensive experience in this role in both
<br />bridge design and construction and building construction and design, including material testing.
<br />This experience well exceeds the requirements identified for this RFQ.
<br />
<br />Support Responsibilitv. The Team Tally Project Manager is well-qualified to assist the City Project
<br />Manager in all aspects of the construction contract and its administration. The Project Manager has
<br />over 30 years of real, hands-on experience in this role and is well versed in the permitting and
<br />regulatory requirements for these projects and in reviewing schedules, revisions to schedules,
<br />progress payments, requests for change orders, shops, submittals, RFls as well as providing the
<br />City Project Manager with all logs, reports, progress meeting minutes and any other tasks and
<br />recommendations that the City Project Manager may request. The Team Tally Project Manager's
<br />extensive experience also provides the expertise to adapt to any situation that may arise that may
<br />impact the project and respond to ensure that all elements of the construction proceed according to
<br />the plans and specifications.
<br />
<br />Coordination of Contractor's Submittals. Team Tally will provide coordination of the drawings as
<br />follows:
<br />. Study and review Plans, Specifications, Special Provisions, MUTCD, contract documents, and
<br />pertinent manuals prior to beginning the project
<br />. Identify all the items that require shop drawings and make the contractor aware of this
<br />
