Inc. ~IExcErT'oNAL SOLllllONS i Professional Permit Processor and Coordinator with AUJs: CGA has a productive collaboration with the environmental permitting subconsultant, EAS Engineering, Inc. led by Mr. Ed Swakon. Together EAS and CGA have managed and expedited the Federal, State and Local approvals to date for both the Pier and Bridge. It will be the intent of CGA to rigorously continue the daily pursuit of each Agency Having Jurisdiction with the expectation of flushing out the requests for additional Information (RAI's) and expeditiously answering each one until culminating in all required permits necessary to commence the work. Designer CGA by definition is a multi-disciplined professional services firm. Civil Engineering & Design is at the historical forefront of the company's work record. CGA is second to none in the ability to take on and successfully complete the civil, transportation, traffic, drainage, water & sewer, landscaping and when necessary structural, MEP and architectural disciplines. Through CGA professional staff and the utilization of competent subconsultants all of the required submittals, RFI's, concrete design mixes, test pile programs, production pile recommendations, precast concrete elements, geotechnical issues and others will be reviewed and processed for approval. Geotechnical Services & Material Testing Services CGA intends to retain as subconsultant a highly referenced and experienced professional geotechnical engineering firm: Professional Service Industries, Inc. (PSI). The PSI corporate resumes and project references detail substantial field experience particularly in projects similar to the Pier and Bridge. Additionally, PSI has been evaluated for the professional services recently rendered for the geotechnical engineering evaluation work and pile installation monitoring accomplished in connection with the test pile installation at the Pier this past March 2011. Along with their geotechnical expertise PSI will bring a full service materials testing services component to the project. CGA will also stand ready to assist with additional project requirements should they arise. PROPOSED SERVICES CGA proposes to meet the RFQ requirements by offering services of Prime Consultant, Project Manager and Capital Projects Representative: With the termination of Marlin Engineering the project no longer has a Prime Consultant engineer to coordinate the engineering sub-consultants. Marlin Eng. had contracted BHA for the structural and Architectural design of the Pier & Restaurant. BHA currently has no design contract with the City. Along with coordination duties, Marlin Engineering was also the civil engineer and surveyor of record for the project. Both of these entities, along with a Prime Consultant to coordinate design and permitting are required immediately in order for the local permitting to proceed. The City recently approved CGA as a sub- consultant to provide required civil engineering design for the Pier only (missing from the Marlin plans). In the capacity of Prime Consultant, CGA will retain sub-consultants in the areas of: . Special Inspector (structural inspection and certification of Pre-Stress/Pre-Cast piles and tees, Reinforcing Steel Placement, Concrete Placement) . Geotechnical Engineer of Record (test piles monitoring, pile driving monitoring, vibration & settlement monitoring, certification) .
