Summary Minutes: Regular City Commission Meeting December 15, 2016 City of Sunny Isles Beach, Florida <br />10I. A Resolution of the City Commission of the City of Sunny Isles Beach, Florida, Approving <br />an Agreement with O'Leary Richards Design Associates, Inc. to Perform Landscape <br />Architect Services, in a Total Amount Not to Exceed $65,000.00, Attached Hereto as <br />Exhibit "A"; Authorizing the Mayor to Execute Said Agreement; Authorizing the City <br />Manager to Do All Things Necessary to Effectuate this Resolution; Providing for an <br />Effective Date. <br />Action: City Clerk Hines read the title, and Planning and Zoning Director Claudia Hasbun <br />reported that the City entered into negotiations with O'Leary Richards Design Associates <br />after accepting RFQ No. 16-06-02. The services provided include building plan review, site <br />plan review, City's landscaping professional review, and multiple design projects. <br />Public Speakers: None <br />Commissioner Aelion moved and Vice Mayor Gatto seconded a motion to approve the <br />resolution. Resolution No. 2016-2644 was adopted by a voice vote of 5-0 in favor. <br />10J. A Resolution of the City Commission of the City of Sunny Isles Beach, Florida, Approving a <br />Lease Agreement with Miami -Dade County Water and Sewer Department for the <br />Property Located at 350 Sunny Isles Boulevard, to Create a Passive Park, Attached <br />Hereto in Substantially the Same Form as Exhibit "A"; Authorizing the Mayor to Execute <br />Said Lease Agreement; Authorizing the City Manager and the City Attorney to Do All <br />Things Necessary to Effectuate this Resolution; Providing for an Effective Date. <br />Action: City Clerk Hines read the title, and Planning and Zoning Director Claudia Hasbun <br />reported that we have been working with the County Water and Sewer Department for a long <br />time in order to get this lease agreement in place to obtain certain areas to develop a passive <br />park with walkways and landscaping improvements at 350 Sunny Isles Boulevard. The <br />agreement includes approximately 17,561 square feet. The original term is 20 years with two <br />10 -year options to renew. <br />Public Speakers: None <br />Mayor Scholl said what Claudia is describing is that when you come across the bridge on <br />163rd Street going east toward the ocean, it is that big tank that sits on the right side, on the <br />south side of 163rd Street. Part of the construction being finished there of the building will be <br />a Passive Park including the bay -walk along there. We have the rights of all the buildings to <br />have a walkway that goes behind the buildings along the bay. <br />City Manager Russo said one thing we should mention so that everyone understands is that <br />the County is rebuilding a new Sewer Pump Station there. What they are under our consent <br />to do there is actually to first improve some of the deficiencies to keep the existing Pump <br />Station functioning. Then where the tank is they are going to build fundamentally in that <br />area a new Pump Station. It is actually going to be a little bit more aesthetically pleasing, we <br />have had them use the FPL Station as a model. However, that new Pump Station will be <br />enclosed by a wide easement as part of this lease so that we will be able to plant the curb side <br />of that pretty substantially, the Park will be to the west of the area that will still be used by <br />the Water and Sewer Agency of the County.
