City of Sunny Isles Beach <br />RFP# 11 -12 -01 11 , D <br />ODD Fleet Wide Remote Management System <br />(( I <br />January 4 2012 <br />Test and Implementation Plan <br />The major purpose of the Implementation Plan is to define a process for deploying the technical <br />elements of the RSI AVL Project, and then schedule the integration of these elements into each <br />agency's operating system. This transition not only calls for a partial re- deployment and <br />enhancement of the current rolling stock, but also for the smooth integration and deployment of <br />the AVL technology that is specified in the Scope of Work. In order to make the transition as <br />smooth as possible and overcome any functional, technical, operational, and communication <br />difficulties as they arise, RSI will utilize a phased approach. <br />At the same time, in order to ensure the final delivery of a system that conforms to the Project <br />requirements, significant emphasis will be placed on the importance of achieving the operational <br />and technological functionality defined in this Scope of Work and other `Contract Documents'. <br />The Implementation and Test Plan represents the vehicle through which RSI shall examine each <br />operating function of the RSI AVL system to: <br />• Verify compliance with the system specifications, level of service standards and <br />operating performance criteria <br />• Obtain client's acceptance. <br />RSI will be responsible for component specific testing. As integration of the technical <br />components begins, client's Project Manager (& necessary staff) will oversee and coordinate the <br />implementation of the integration testing in order to ensure compliance with the overall project <br />and performance objectives set forth herein. The anticipated dates for conducting the required <br />testing are defined in the Project Work Plan and will be finalized during the Design Review. <br />Two levels of system testing will be employed during the course of the RSI AVL Project, as <br />follows: <br />Laboratory: individual module testing followed by integration testing to ensure the <br />functionality of the components and the interoperability of the data interfaces between <br />each component prior to deployment. <br />Acceptance Testing: the final test to ensure that each technical component of the system <br />as well as the total system (technical components and operating services) conforms to <br />system specifications, level of service standards and operating performance criteria. <br />As each service element comes on -line during the Test, it will remain on -line at the conclusion of <br />the test and be operated in parallel by the Dispatch Center with the other elements that are <br />already operational. The same will hold true for the activated functionalities of the project <br />technologies mentioned above. Due to the linear approach of the project plan, if any of the <br />elements fail during testing, further elements cannot be deployed until the problem has been <br />resolved. <br />Radio Satellite Integrators, Inc. <br />CONFIDENTIAL <br />50 <br />
