He began his engineering <br />career in 1977 with the Florida Department of Transportation, and has over 34 years of experience in the planning, <br />design and management of transportation projects nationwide. He has worked on projects for many municipalities <br />throughout South Florida. He has been a very active member of various engineering societies. <br />RELEVANT EXPERIENCE <br />POWERLINE ROAD (SR -845) — FDOT, DISTRICT 4 <br />Principal in Charge - The scope of the project consisted of complete design of widening and resurfacing three miles of a <br />major arterial roadway, including drainage design, pavement marking and signing, overhead signing plans, lighting <br />plans, seven signal locations, major culvert (72 -inch) replacement, structural plans (bridge widening) and deck <br />replacement, public involvement program and landscape improvements. The project installed 8 major signalized <br />intersections with galvanized mast arms. Signal analysis and new signal timings were developed using the Synchro <br />model. Left turn storage was added to the intersections, either with added lane storage or by providing dual left turn <br />lanes. Additional studies involving access management and pedestrian improvements improved traffic operations and <br />corridor safety. <br />SR -A1A RESURFACING PROJECT, PALM BEACH COUNTY, FL — FDOT, DISTRICT 4 <br />Principal in Charge — The project consisted of roadway improvements along AIA from Boynton Beach Inlet Bridge to <br />Lake Worth Road. The project included a major drainage study and improvements, milling and resurfacing, bridges, <br />signal improvements, signing and marking plans. This project required coordination with endangered species and <br />seagrass surveys, preservation of two historical properties, and coordination of impacts to 4F (Boynton Beach Inlet park) <br />properties. A coastal construction line was obtained, as well as an agreement with the Fish and Wildlife Commission, for <br />the safety of any impact to sea turtles, from the proposed lighting design. Prepared maintenance of traffic plans. <br />W. 291h STREET 3R SAFETY REVIEW (FROM OKEECHOBEE ROAD TO W. 4th AVENUE) — CITY OF HIALEAH, FL <br />Project Manager /Principal in Charge — The scope of services consisted of a 3R Safety Review, which included crash <br />data analysis and field observations to provide a report with recommendations to minimize the frequency of accidents. <br />1 -75 /GRIFFIN ROAD INTERCHANGE, BROWARD COUNTY, FL — FDOT, DISTRICT 4 <br />Principal in Charge — The scope involved a traffic study to convert the existing rural interchange to a modified urban <br />interchange. Services included all the traffic modeling and the preparation of an Interchange Operation Analysis Report. <br />SR- 932/W. 49th STREET (NW 103,4 STREET FROM W. 2nd AVENUE TO E. 10th AVENUE), MIAMI -DADE COUNTY, <br />FL — FDOT, DISTRICT 6 <br />Quality Assurance Officer in Charge — The scope included milling and resurfacing with ADA pedestrian ramp upgrades. <br />RJ Behar produced all the roadway design plans, pavement marking and signing, lighting, drainage, utility coordination <br />and permitting. <br />NW 87th AVENUE (SR- 973 /GALLOWAY ROAD), MIAMI -DADE COUNTY, FL— FDOT, DISTRICT 6 <br />Principal in charge of the entire project — The scope included final design and future new reconstruction, roadway <br />design, traffic operations, drainage, structure and construction. <br />ATLANTIC AVENUE (SR -806) PALM BEACH COUNTY, FL — FDOT, DISTRICT 4 <br />Principal in Charge for the resurfacing (RRR) of a 3 mile section from Via Flora to Congress Avenue. <br />SR -9 /SW 27th AVENUE (FROM US -1 TO SW 8th STREET), MIAMI -DADE COUNTY, FL— FDOT, DISTRICT 6 <br />Principal in Charge — The scope included construction drawings for 2 miles of major arterial roadway.
