Florida License No. 41766, 1989 <br />YEARS OF EXPERIENCE: 29 Years YEARS WITH RJ BEHAR: 2005 —Present <br />ENGINEERING EXPERIENCE <br />With over twenty -nine years experience in the project management, planning, design and construction of large civil <br />engineering projects, Mr. O'Keefe provides a special emphasis on transportation, highways and related structures. Mr. <br />O'Keefe has considerable project infrastructure support experience in drainage, sewer, utility relocations, lighting, <br />structures, site development, landscaping and survey. He has integrated an effective blend of traffic analysis and traffic <br />operations improvements in all of his projects, including signing, striping and signalization. For this contract, he will be <br />responsible for Quality Control and Quality Assurance as well as assist with any of the transportation projects involved in <br />this contract. <br />RELEVANT EXPERIENCE <br />DESIGN /BUILD FOR THE RECONSTRUCTION OF SE 3rd STREET, BELLE GLADE, FL — FDOT, DISTRICT 4 <br />Project Manager /Engineer of Record — The scope of this project included roadway plans, drainage design, signing and <br />marking plans, lighting, stormwater permitting and utility relocation plans. The design included the use of filter fabric and <br />a thick sub -base in lieu of demucking the roadway. The project also included water and sewer plans to be constructed as <br />part of the roadway improvements. <br />1 -75 /GRIFFIN ROAD INTERCHANGE, FINAL DESIGN, BROWARD COUNTY, FL — FDOT DISTRICT 4 <br />Project Manager — The scope of the project included roadway improvements, drainage, permitting, bridge, structural, <br />signing and pavement markings, signalization, lighting, landscaping, utility coordination, pavement design and quantities. <br />The scope included a study which consisted of the preparation of an Interchange Operational Analysis Report (IOAR) for <br />the interchange at Griffin Road and 1 -75 in Broward County. The study included Signalized Intersection Analysis, <br />Weaving Analysis, Queuing Analysis, Ramp Analysis, Interchange Capacity Analysis, and Crash Analysis. <br />POWERLINE ROAD (SR -845) PALM BEACH COUNTY, FL — FDOT, DISTRICT 4 <br />Project Manager — The project consisted of the resurfacing of 3 miles of Powerline Road in Palm Beach County. This <br />project involved preparing the Resurface, Restoration and Rehabilitation Report. The project included a safety analysis <br />and a signal assessment analysis. It also involved extending the concrete sidewalk and stormwater permits. <br />NW 87th AVENUE (SR- 973 /GALLOWAY ROAD) MIAMI -DADE COUNTY, FL — FDOT, DISTRICT 6 <br />Traffic Engineer - He was responsible for the traffic analysis and Level of Service Study for the new route with six <br />signalized intersections. <br />NORTHLAKE BOULEVARD OVER THE LOXAHATCHEE SLOUGH — PALM BEACH COUNTY, FL <br />Project Manager — The project involved reconstruction of a four lane divided highway, building a bridge, weir and <br />walkway. He was responsible for the geometries, signing and pavement markings, weir placement, grading of the <br />channel and walkway, quantity calculations and cost estimates. <br />FLYING COW ROAD ROUNDABOUTS — VILLAGE OF WELLINGTON, FL <br />Project Manager — RJ Behar prepared the layout of two roundabouts for the Village of Wellington along Flying Cow Road <br />for future traffic calming. The preparation of the two roundabouts was based on Palm Beach County roadway design <br />criteria and developed for right -of -way dedication by the adjacent property owners, in this case South Florida Water <br />Management District (SFWMD). <br />SW 147th AVENUE — MIAMI -DADE COUNTY PUBLIC WORKS DEPARTMENT, FL <br />Project Manager — The scope included design replacement of a bridge with a 9'x11' aluminum arch culvert with minor <br />roadway improvements <br />SW 9711 AVENUE AND SW 1071h AVENUE BRIDGE DECK RECONSTRUCTION PROJECT — MIAMI -DADE COUNTY <br />PUBLIC WORKS DEPARTMENT, FL <br />Bridge Maintenance /Highway Design Engineer — The scope included the design of roadway improvements with bridge <br />deck replacement, including roadway, drainage, utility relocations, safety improvements and maintenance of traffic. <br />[] R.J.Behar R.
