C I T Y OF S U N N Y I S L E S B E A C T R A F F I C E N G 1 N E E R I N G S E R V I C E S TRANSPORTATION AND TRAFFIC ENGINEERING In approaching all transportation planning projects, RJ Behar integrates the land use issues and transportation relationships in order to provide the proper balance between the travel modes and the operation of the facility, taking into consideration the social, environmental and engineering constraints, and available funding to provide innovative and practical solutions for our clients. We also recognize the importance of involving the public throughout our planning process in order to obtain meaningful solutions, which increase our chances towards a successful project. We strive to develop smooth flowing, pedestrian friendly transportation solutions for all our clients. TRAFFIC PLANNING RJ Behar has developed extensive expertise in the Transportation Planning and Traffic Engineering field. We have become very familiar with the Manual of Uniform Traffic Control Devices (MUTCD), The Florida GreenBook, Florida Department of Transportation Standards, American Association of State Highway and Transportation Officials (AASHTO), The Broward County Land Development Code and many city code ordinances. Additionally, RJ Behar owns data capturing equipment and has in -house trained staff to collect and process traffic volume data. We can perform traffic volume counts, speed studies, turning movement counts, vehicle classification studies and vehicle cut - through analysis. These traffic data gathering services are performed by our in -house staff and do not require the involvement of a third party subconsultant. This allows us flexibility and the ability to respond to our client's request for these services efficiently and on short notice. RJ Behar has state of the art computer equipment and all of the latest engineering software to produce any necessary traffic plan including Synchro, CORSIM and TSIS, McTRANS HCS +T, TRAXPro, Cube 5, PETRAPro, and TCU. TRAFFIC STUDIES AND TRAFFIC OPERATIONS REPORTS RJ Behar has a substantial amount of experience. We have prepared numerous traffic studies for FDOT, MDX and various municipalities. We recently completed the IOAR for the 1 -75 /Griffin Road Interchange for FDOT, District 4. For MDX, we are currently completing the IJR for a new interchange on SR -874 in Miami - Dade County. These studies require approvals from each of the respective District's DIRC, District 4's IOAR also required the approval from FHWA. The MDX IJR required the approval from the FDOT Central Office, Both were very challenging and complex studies. We are currently completing a major traffic study for the very complex NW 87th Avenue /Okeechobee Road /NW 103rd Street intersection. This study will require public involvement and coordination with the local municipality and Miami -Dade County Public Works. The study also requires geometric reviews for sight distance and operations. For the Miami -Dade County Traffic Division, we recently completed the NW 107th Avenue Feasibility Study through the Town of Medley, which required extensive traffic engineering studies and the FIU Traffic Study. On the municipal side, RJ Behar has provided speed studies, access management studies and prepared a citywide traffic study for the Town of Southwest Ranches. CIVIL ENGINEERING MUNICIPAL ENGINEERING RJ Behar has extensive experience in municipal engineering. We understand the governmental engineering process, the bid process, contract administration and working with City commissions associated with municipal engineering. The keys to providing successful municipal engineering services include: Being responsive, adapting to performing under short notice, learning to be an extension to the City's Staff, understanding the City's budgetary constraints, being user friendly, delivering on our promise and providing quality products.
