i) <br />e <br />Consulting Engineering & Science Inc <br />4. Approach / Methodology <br />The City of Sunny Isles Beach has issued a Request for Qualifications (RFQ) for the <br />services of a Civil Engineering firm (roadway and traffic design; and roadway <br />construction engineering) for the preparation of 100% construction plans for a driveway <br />cut off of Collins Avenue (SRA -IA) south of 183rd Street into a privately owned <br />commercial property. <br />The RFQ states that the selected Consultant shall provide Traffic / Transportation / Civil / <br />Consulting services in a prompt, effective, and efficient manner for this project. The <br />work shall include, but not be limited to, preliminary development through permitting <br />and subsequent close -out of the project, a site assessment based on existing information <br />and field reviews; coordination with the staff from the Florida Department of <br />Transportation, the City of Sunny Isles, Miami -Dade County and private owners for <br />preliminary reviews and comments. <br />The CES Team project approach is task based incorporating the scope of services that are <br />required for the success of this project. The major tasks are to include: <br />Task 1: <br />Pre - Engineering & Conceptual Design <br />Task 2: <br />Design Development <br />Task 3: <br />Final Design / Construction Documents <br />Task 4: <br />Permitting <br />Task 5: <br />Bidding & Award <br />Task 6: <br />Construction Administration <br />Task 1: Pre - Engineering & Conceptual Design <br />This task is easily the most important to the overall success of the project. In addition to <br />initiating a working relationship with the City's project team, it is the task where most of <br />the important information for the project will be collected, assembled and generated. A <br />detailed inventory of the existing conditions will be collected which will include but not <br />limited to vehicular flow of traffic, utilities, drainage system, landscaping and <br />streetscape, etc. The Kimley Horn report justifying the driveway changes will also be <br />reviewed and incorporated in the Site Assessment Report. Meetings with all the <br />appropriate regulatory agencies to review the project and establish each agency's <br />conditions of approval will also be conducted. These early meetings with the agencies <br />will serve well to generate the confidence of agency staff in the project and the CES <br />Team. <br />During these data collection efforts, the CES Team will work closely with City staff to <br />finalize the Conceptual Plan and present it to the appropriate City committees and Boards <br />to secure their approval to more forward. The CES Team will attend meetings and /or <br />update the City regularly. Minutes will be prepared for all meetings held and distributed <br />to all in attendance. Once all of this data collection is complete; meetings held; and, <br />applicable City internal approvals secured, the project can proceed to the next task. <br />City RFP No. 11 -11 -01 22 <br />
