r)

CITY OF

SUN N Y

ISLES

CIVIL ENGINEERING SERVICES TO DESIGN STREET AND DRAINAGE IMPROVEMENTS

BEACH

4.APPROACHjMETHODOLOGY

In preparation for this proposal, RJ Behar has collected available information including aerial photos, land
use maps, soil maps, salt water intrusion line maps, Federal Emergency Flood maps, zoning maps,
wetland maps, contaminated site maps, groundwater level maps, previous stormwater drainage studies in
nearby areas, and construction plans of adjacent projects We have also visited the site, contacted the
Sunshine One call for a list of utilities in the area, contacted the City of Sunny Isles Maintenance, Miami
Dade County Department of Environmental Protection (DERM), and contacted and reviewed the permit
files of the South Florida Water Management District. Based on the information collected, we have
prepared this approach to the project.

EXISTING CONDITIONS

This contract is for the preparation of 100% complete design development for the construction of a
drainage system along 174th Street (see attached aerial) from Collins Avenue west to just beyond the first
complex curve. The envisioned drainage system shall alleviate the stormwater runoff on the roadway in the
area.

The existing drainage consists mainly of curb inlets and valley gutter inlets located on both sides of the
street. The system is maintained by the City of Sunny Isles Beach Stormwater and Street Maintenance
Department. The stormwater system receives runoff from the roadway and some offsite areas, between
Collins Avenue and east of North
Bay Road. We made an effort to
obtain existing as-built plans of the
stormwater system but they were
not available.

)

During our site visit, which was just
after a storm event, we noted that
there was standing water at
depressed areas located on the
southbound side of the street
approximately at 230 174th Street,
Tower 300. There are no drainage structures at these low points to
collect the runoff, The pavement is also cracked and deteriorated,
See pictures 1 and 3.

Information related to the existing drainage system design, including
plan layout, drainage maps and calculations were not available, Even
though the existing drainage system is maintained by the City of
Sunny Isles Beach, the stormwater system was built when it was part
of unincorporated Miami Dade County, We will make an extra effort to
try to locate this information during the design phase.

Iql R .J.Behar

R.
