<br />Mr. Newton has 44 years experience in the construction field as inspector, project engineer and programs
<br />administrator of aviation and rail system programs. He has extensive experience in highway construction
<br />projects with an emphasis on work zone maintenance of traffic plans development and review, field
<br />implementation, inspection and traffic operations functions.

<br />. 2004 - Present: Project Engineer - Responsibilities included assisting and training to F.D.O.T. District VI
<br />on Maintenance of Traffic (M.O.T.) related issues. Develop conceptual and final M.O.T. plans, assist
<br />designers with M.O.T plans, provide M.O.T. QA reviews on construction projects and provide input/
<br />assistance on M.O.T. issues that may arise on construction projects.

<br />2. Florida Department of Transportation - District Six
<br />. 1989-2004 - Engineer IV - District Traffic Maintenance Specialist - Responsibilities consisted of
<br />conducting field reviews of district operations (i.e. construction, maintenance and permits) ensuring that
<br />M.O.T. is being carried out in accordance with contract plans and specifications.
<br />. 1988-1989 - Aviation/Rail Programs Administrator - Managed and coordinated all activities regarding
<br />aviation and railroad programs with local governments, transportation authorities and private entities,
<br />supervised the identification and inclusion of aviation and rail related projects in the 5-Year Work Program
<br />and the District's annual budget process, managed district accomplishment of the State of Florida's
<br />Licensing and Safety Programs for aviation/rail including coordination of public hearings.
<br />. 1986-1988 - Engineer III/Assistant District Utility Engineer - Reviewed utility submittals to determine
<br />eligibility for reimbursement, prepared utility agreements, change orders and schedules to clear projects in
<br />accordance with State and Federal regulations; coordinated and conducted utility pre-design conferences
<br />to evaluate and resolve identified conflicts in design phases of new construction projects.
<br />. 1981-1986 - Engineer III/District Railroad Coordinator - Prepared and managed federal aid and District
<br />rail/highway grade crossing and signal reconstruction programs.
<br />. 1978-1981 - Engineer II/District Railroad Coordinator - Established and maintained a liaison between
<br />the Central Office, District Office, railroad companies and local governments for all railroad/highway
<br />related work.
<br />. 1970-1978 - Engineer I/Project Engineer - Responsibilities included monitoring construction of urban
<br />and rural highways. Functions included the coordination of inspections, testing, maintaining project
<br />records and compiling final estimates.

<br />· 2010-0ngoing - Puentes las Americas, Panama City, Panama - Traffic Control plans for the rehabilitation
<br />of the bridge's superstructure and overall framework by replacing the paving stone and floor beams,
<br />rehabilitating the arch's metallic structure and as well as the remaining parts of the bridges framework
<br />including painting, etc. Client: Minister of Public Works, Roberto R. Forero, P.E., (507) 507 -9525.
<br />2010-0ngoing - S.R. 90/S.W. 8th Street from S.R. 821 (HEFT) to S.R. 826 (Palmetto Expressway), Miami-
<br />Dade County, FL - Developed Traffic Control Plans for milling and resurfacing project that includes safety
<br />improvements, ADA upgrades, and additional safety upgrades at the intersections of S.W. 92nd Avenue,
<br />S.W. 102nd Avenue to S.W. 99th Place, and S.W. 109th Avenue. Furthermore, upgrades to include
<br />provisions for Turbo Lanes at the intersection of S.W. 102nd Avenue will be made. Design elements
<br />include roadway design, signing & pavement markings, drainage, maintenance of traffic, surveying and
