Mr, Rowand has <br />served as a Utility Coordinator, as needed, under this contract. During the life of this <br />contract, FRA has received between a 4.0 and 4.7 composite grade. FRA has completed <br />numerous major roadway projects under this contract and has provided on-site services, <br />as needed. <br /> <br />Tasks have included all phases of utility negotiations and relocation (electric, <br />telecommunications/cable, water/sewer, gas/fuel). FRA has provided Utility Coordination <br />services in accordance with FDOT's standards, policies and procedures and is familiar with <br />FOOT's utility agreements. FRA has worked with various utilities companies (FPL <br />Distribution, Transmission, Fibernet; Comcast; Bellsouth; Verizon; Miami-Dade Water & <br />Sewer; Level 3 Communications; Qwest Communications, etc.) on multiple projects within <br />Miami-Dade and Monroe County. The primary objective of this task was to provide <br />construction plans for Maintenance of the existing Broward County ITS Fiber Optic Cable <br />during all Construction Phasing of the 1-595 Improvement Project from University Drive to 1- <br />95. It was determined that the majority of the existing Broward County ITS Fiber Optic <br />Cable would be affected by the proposed project construction. FRA developed ITS plans <br />that enabled the contractor to construct the main permanent conduit trunk-line and <br />temporary cross-over conduit and temporary splice vaults as part of the MOT Phase I <br />construction activities of both Zone 6 and Zone 7 from University Dr to East of SR 7. Mr. <br />Rowand provided Utility Coordination through extensive field investigation and assisted <br />FRA Designers in the development of BFO Relocation Plans. ITS plans were developed to <br />incorporate all construction sequences and phasing until the permanent ITS Fiber Optic <br />Network was fully constructed, while minimizing fiber splicing and down-time of the <br />Broward County ITS Fiber Optic Cable. Contact: Mr. Robson Lima (954) 513-3805 <br /> <br />1-595 Roadway Improvements Projects - Power Service Design, FDOT 4. (2009-2011). <br />This project involved FRA locating and documenting reliable power sources that were a <br />critical part of the overall 1-595 project. Electrical design included, providing detailed <br />power service locations within the project limits for Reversible Express Lanes Access <br />Control subsystem (including all Gates), a CCTV camera subsystem, a DMS subsystem, <br />Changeable Message Sign (CMS) subsystem, a HAR subsystem, a Microwave Vehicle <br />Detection Station (MVDS) subsystem and Three Communication Hubs. The electrical <br />design services also included the Toll Building and Toll Gantry electrical systems. Mr. <br />Rowand coordinated all service points with FPL representatives, coordinated with design <br />engineers for all changes in location due to relocation by FPL and provided utility <br />coordination for power service points required for this very complex project spanning the <br />entire length of 1-595. To enhance power reliability FRA designed a power distribution and <br />backup system consisting of, underground electrical conductor circuits to all ITS Devices, <br />transformers, generators, automatic transfer switches and UPS included as part of the <br />scope of work. Mr. Rowand coordinated all locations for the back-up power equipment, <br />provided all utility coordination for back-up equipment sites and assisted FRA designers <br />with back-up equipment power requirements Contact: Mr. Chris Artis from FPL(954) 321- <br />2049 <br /> <br />ITS CEI for 1-395, and Palmetto Expressway, FDOT 6 (2008 - 3/2010). FRA served as a <br />subconsultant for this project, Mr. Rowand was assigned in the role of Contract Support <br />Specialist (Office Engineer) on the following projects: Expansion of the ITS System on 1-395 <br />from 1-95 to Alton RD included in this project is the installation of 1 DMS sign, 16 CCTV <br />cameras, 48 vehicle detectors, 16 pole mounted controller cabinets, power services, <br />conduit, pull boxes, splice vaults and fiber optic cable. Mr. Rowand also oversaw the <br />warranty repair on previously installed DMS signs on US-1 including reviewing the Repair <br />Plans and procedures, MOT plans and Material Certifications.
