<br />1 <br />rl <br />rl <br />Fl <br />r 1 <br />r ] <br />: I <br /> <br />effort will already have been accomplished in the <br />Drainage Analysis Phase} where we will have reviewed <br />the design concepts while insuring constructability. <br />· Technical Specifications Packages <br />CSA will prepare the technical specifications for <br />projects and will also assist the Town staff in <br />customizing the front end documents and general <br />conditions. CSA has extensive experience in preparing <br />complete packages of bid documents for a variety of <br />projects. <br />· Cost Estimating <br />The Cost Estimate Process provides guidance to the <br />Technical Operations staff for preparing Technical <br />Operations cost estimates. The process addresses <br />cost estimate types} documentation} reviews and <br />approvals. Based on standard input and requirements <br />from clients} a cost estimate is categorized as one of <br />four types: Budgetary, Rough Order of Magnitude <br />(ROML Not to Exceed (NTEL or Proposal. Each type <br />has its own significant risks} strategic importance} <br />or unique requirements. The Cost Estimate Process <br />involves three phases. <br />The Planning Phase involves establishing a technical <br />baseline; preparing an internal estimate; identifying <br />the technical and financial goals; gaining agreement <br />on the estimate type; and holding a kick-off <br />meeting with the team to review all pertinent data. <br />Afterwards} the Cost Management Lead logs in the <br />cost estimate. <br />The next phase} Functional Estimating} involves <br />development of the cost estimate with the Client <br />Project Manager and/or the Responsible Individuals. <br />The client Project Manager and the initial Cost <br />ManagementTeam then review basis ofthe estimate} <br />and the data are entered into the Cost Database <br />System to obtain cost accumulation and verification. <br />The final phase} Management Team Review, involves <br />the Responsible Individuals (from client staff} and <br />all relevant parties) reviewing the cost estimate and <br />obtaining a sign-off/buy-in. The Cost Manager then <br />prepares a cost estimate review package for review <br />by the client Director(s). The estimate is also archived <br />for future reference and use on similar projects for <br /> <br />, I <br />. J <br /> <br />~ t <br />I j <br /> <br />, 1 <br />, I <br /> <br />r, <br />I <br /> <br />, I <br /> <br />,I <br /> <br />the client} thereby providing the team with more <br />consistent estimates. This proven approach has <br />successfully reduced cost estimate re-generation <br />and review effort while delivering a more deliberate} <br />accurate} and robust cost estimate product. <br />. Constructability and Biddability Reviews <br />CSA considers Constructability and Biddability Review <br />as a key element in the project to reduce construction <br />time, additional services requests and claims} while <br />reducing construction cost. <br />As such} we are both honored and challenged by the <br />opportunity to provide these services to the Town. <br />CSA believes a full review of the project requires an <br />interdisciplinary approach that will bring together a <br />group of professionals with diverse background and <br />experience. <br />CSA will study the construction sequence with <br />emphasis in the construction methods that may be <br />employed by the contractor. The purpose of this <br />study is to detect the need for special equipment or <br />construction methods that may incur additional costs <br />or delays not originally considered. Consideration <br />will be given to special methods such as dewatering} <br />underwater work} off hour work} special rigging <br />for heavy loads, access for heavy equipment} etc. <br />On the other hand} the construction specialist will <br />look for innovative means and solutions available <br />that may provide more expedient construction} <br />with reduced inconvenience to the public. Another <br />important aspect of the constructability review is the <br />verification of contract time. CSA uses state ofthe art <br />techniques to analyze the sequences of construction <br />and eventually establishing of contract time. <br />Activities are broken down to their minimum tasks} <br />and production rates are used from our extensive <br />database of construction productivity rates. <br />· Sustainability <br />We are an advocate of sustainability and try to <br />incorporate this approach in all of our projects. As <br />active member of the United States Green Building <br />Council (USGBCL our job is to look at <br />sustainable approaches to the projects we are <br />involved with.
