<br />Mr. Blanco has over 17 years of experience in Civil Engineering, with project experience in drainage design, bridge
<br />hydraulics, wastewater collection and transmission, drainage works, land development, parks, street improvements, and
<br />industrial facilities. He has served as project engineer and project manager for governmental and commercial clients on
<br />a wide variety of project assignments. He has extensive experience in sitework engineering for industrial and
<br />commercial facilities, including design of drainage, wastewater collection and treatment, and enviromnental permitting.

<br />. Town of Golden Beach Capital Improvements, Golden Beach, Florida - Project Engineer for this
<br />comprehensive Capital Improvements Program Master Plan which focuses on several major improvement areas:
<br />town-wide drainage improvements; utilities underground relocation (electrical, telephone, cable); town-wide
<br />streetscape & traffic calming; and renovation to the Town's existing Town Hall building. The Master Plan carefully
<br />considered the each of these with respect to feasibility, cost/benefit, and design, as well as an analysis of funding
<br />options and scenarios, and schedule for phasing and implementation.

<br />. Sunset Drive Improvements (West of US-I), South Miami, Florida - Senior Project Engineer for this master
<br />planning project involving the development of conceptual streetscape and infrastructure improvements along
<br />Sunset Drive from the western city limits to US-I. These include delineating intersections with concrete pavers and
<br />crosswalks, redefining roadways sections, and providing new lighting and landscape design to increase public
<br />safety and appeal. In addition, a new architectural site plan for City Hall was designed incorporating surrounding
<br />public spaces and facilities to create an enhanced civic and community space. The master plan was developed
<br />substantially in accordance with the City's Hometown Plan Area 2, and evaluated proposed improvements with
<br />respect to their feasibility, cost/benefit, design, and construction. In addition, C3TS held three public workshops to
<br />collect public opinions and suggestions, and ensured the Master Plan was sensitive to the community.

<br />Crandon Boulevard Master Plan, Key Biscayne, Florida - Senior Project Engineer of design for this project
<br />that takes an existing suburban style highway and transforms it into a center of community activities. By
<br />promoting the safe and secure transit of all types of vehicles and pedestrians, this CPTED-friendly design also
<br />serves to create a source of identity for the community connecting retail, residential, public parks and govermnent
<br />facilities into a cohesive design. The project consisted of a master plan that encompassed the design for a 4-lane
<br />divided road, improved public safety, easing of traffic congestion, traffic calming, pedestrianization, improved
<br />mass transit, streetscape improvements, sidewalks, lighting, and a roundabout.

<br />Plantation Midtown North Streetscape & Roadway Improvements, Plantation, Florida - Senior Project
<br />Engineer for streetscape design that will include the reconstruction of2.5 miles of mixed use walkways, textured
<br />crosswalks, parallel parking, landscaped medians, and a roundabout at a key intersection of the City. As the first
<br />phase of a large project, C3TS' design will be the template for all improvements to follow in the City's midtown
<br />area. As part of the City's master plan, a greenway transit route for the entire midtown area is included. We have
<br />worked with the City in designing the route that the first phase of the bus transit will operate as well as helped them
<br />research the different type of transit vehicles available to them. In working hand in hand with the City on this issue,
<br />we are ensuring that the design we deliver meets the needs and expectations for the entire scope oftheir greenway
<br />project.

<br />Phases IA & IB Water Main Extension / SW n"d to SW 801h Street and from SW 6ih Avenue
<br />to SW 70lh A venue, City of South Miami, Florida - Project Engineer for this project which consisted of the
<br />installation of approximately 2,640 lineal feet of8" D.LP. water main with associated fire hydrants, water meters,
<br />valves, fittings, pavement restoration and I" pavement overlay throughout a residential conununity within the city
<br />limits of South Miami. Although most of the project took place within residential streets, there was a need to tap
<br />into an existing water main along a highly traveled road. This project site was visited at least twice a week and
<br />sometimes even twice on one particular day. In addition to observing the on-going work, digital pictures were taken
<br />at almost every visit to record the project progress.

<br />. Indian Creek Village Improvements, Indian Creek, Florida - Project Engineer for this project in which C3TS
<br />and Rosenberg Gardner Design (RDG) developed a Master Plan for the Village oflndian Creek through a series of
<br />public presentations and workshops with the Village Council and residents. Based on the Master Plan, C3TS and
<br />RDG have completed the Preliminary Design of the proposed improvements. These improvements include
<br />reconfiguration of the Village entrance by tightening the corner radii, expanding the landscaped corners on either
<br />side, creating an oval landscaped island, and historically restoring of the existing Gate House. The main roadway
<br />into the Village will also be reconfigured by narrowing the travel lanes to l2-feet, introducing of a center
<br />landscaped median, and a 5 ft. wide sidewalk for pedestrian and traffic safety. The main thoroughfare through the
<br />Village will be reconfigured to introduce several safety improvements including: narrowing the road to inhibit
<br />speeding, creating an 8-ft pathwav for pedestrians and bicvclists. and providing lighting along the pathwav.
