FABREGAS, P.E., CFM
Chief Drainage Engineer

~l

EXPERIENCE

rl

Mr. Fabregas has over 35 years of experience in the design and construction of large-scale civil engineering
and transportation projects. His background in construction has included several design build projects giving
him an exceptional background. In addition he has been heavily involved in the area of drainage design for
transportation projects. He has an in-depth knowledge of permitting requirements under SFWMD and
SJRWMD permit criteria and has utilizing various software packages as AdICPR, Pond Pack, Flow Master,
Culvert Master, WSPRO, HEC-22, TR-55, FDOT Optional Culveli Estimator and has developed various
Hydraulic Design Mathcad and Excel spread sheet programs. Some relevant projects include:

. Districtwide Drainage Design Services, FDOT District 4 - Senior Project Engineer responsible for
providing analysis, design selvices to FDOT District 4's In-House Drainage Team. C3TS functions as a
direct extension of District 4's staff on these projects. Under this contract the following drainage studies
and projects have been performed: SR 714 Ma11in Downs Blvd. Flood Study; SR AlA Tidal Flooding
Remediation at Hollywood Beach; SR AlA at the Moorings in Indian River County (Flooding Study); SR
5 at PGA Blvd. in Palm Beach County (Flood Study and Design Exfiltration Trenches); SR 70 in S1. Lucie
County (Design of 3 miles of 4-lane divided rural arterial drainage system); SR 80 and Entrada Acres
Flooding Study; and NE 24th Street and SR 5 Flooding Study.

. Project Development and Environment (PD&E) Study for the widening of SR 710 PD&E from CR
609 in Martin County (District 4) to SR 70 in Okeechobee County (District 1), FDOT District 4 -
Senior Drainage Engineer for the study of this 25 mile corridor (alternatives are being developed for the
15 mile segment from CR 609 to thc Okeechobee/Mal1in County line under this study). This study is one
of six PD&E Studies being conducted by FDOT for the SR 710 cOlTidor in Palm Beach and Ma11in
County. The purpose of this study is to relieve future congestion by providing additional capacity and
transit modes along the existing SR 710 corridor. As part this study, C3TS will provide support to the
prime consultant in geometries and development of alternatives and lead the study in conducting the
District's new Pond Siting procedures. This project contains an interceptor ditch within the RlW that
constitutes part of the regional drainage system, which collects and conveys runoff under SR 710 from
more than 26,000 acres of offsite properties. The proposed stormwater management system incorporates
protection for nearby wetlands while providing the required stormwater treatment and attenuation.

. 95 Express Lanes (from South of SR 112 to North of SR 826), Miami-Dade County, Florida, FDOT
District 6 - Senior Drainage Engineer for this project which includes re-striping 1-95 and modifying
shoulders to provide two II-foot Express Lanes and four II-foot regular travel lanes in each direction;
installing electronic Open Road Tolling (ORT) equipment similar to that already in use along SR 836 and
the Florida Turnpike; implementing Intelligent Transp0l1ation System (ITS)-related equipment including
electronic message signs and ramp signals; widening several bridges along 1-95 in the vicinity ofSR 112
and modifying existing on and off ramps between 1-95 and SR 112 to accommodate the new Express
Lanes; modifying storm water drainage; and converting the NW 10th Avenue on ramp to northbound 1-95
to a dedicated Express Lane.

1-95 SB from NW 125'h Street to NW 135t11 Street, Miami-Dade County, Florida FDOT District 6 -
Senior Project Engineer for the capacity improvements to 1-95 SB from NW 1251h Street to North of the
Opa- Locka Blvd. Interchange. The project includes addition of a general-purpose lane through the project
limits and an exclusive auxiliary lane between NW 125th S1. and the NW 1351h S1. on-ramp. The project
also includes the widening of three bridges with modified AASHTO beans, widening adjacent to existing
MSE wall systems, analysis of French drain systems adjacent to MSE walls and concrete pavement
design.

1-95 Southbound Widening from Opa-locka Blvd. to NW 125'h Street, Miami-Dade County, FDOT
District 6 - Senior Project Engineer for the drainage design of the capacity improvements to 1-95
Southbound from NW 1251h S1. to NW 1351h S1. The objective of the project is to provide capacity
improvements to 1-95 by adding an additional general purpose lane within the project limits as well as an
auxiliary lane between the NW 1251h S1. Off-Ramp and the NW 1351h S1. On-Ramp. Some of the
challenges to be overcome for this project include the widening of three bridges (NW 131$1 S1., NW 135111
S1. and Opa-Locka Blvd.), and the alteration/modification of existing MSE Walls to accommodate the
proposed widening. The drainage system consists of exfiltration trenches with controlled positive outfall.

f 1

I

r ,

I 1
J

. f
I
I

~ 1

, I

, ,

i

, I

.

.

I. .

.
