I <br /> <br />QUAUFICATIONS <br /> <br />WHY CAS? <br /> <br />Stormwater infrastructure improvements and retrofits in urban (highly developed and aged) areas <br />with high density and commercial zoning require detailed and intensive underground investigation <br />and mapping prior to design. It is critical to accurately map/survey the above ground right-of-way <br />and underground right-of-way conditions to cost effectively design stormwater conveyance, <br />treatment, retention and discharge piping. This is the first and most critical step for a successful <br />timely project. This is a proven fact in the underground construction industry. Cities too often <br />begin design and construction without sufficient underground data, leading to change orders, cost <br />overruns and delays. <br /> <br />CAS has been in the engineering and surveying business since 1980 (over 30 years) involved with <br />the design and construction of stormwater systems both new and replacements (retrofits). Over <br />the 30 years, we have witnessed proof that South Florida city right-of-ways have been "used-up" <br />and "cluttered" with many utilities, including communications, telephone, internet cabling, fiber <br />optics, water, sewer, gas and electric to name a few. This accumulation of underground facilities <br />often are not accurately "as-built", marked or recorded and prior to beginning underground <br />construction, it is imperative that full and accurate locations of facilities are required for a <br />successful project. Without this information, the City would be exposed to potential construction <br />delays, change orders, design changes and project cost overruns. <br /> <br />CAS's experience in the design of underground stormwater conveyance, treatment and water and <br />sewer utilities for over 30 years in South Florida have driven the firm to develop and operate a <br />utility locating division in-house due to past delays and inaccuracy from outsourcing this service to <br />subcontractors. We started this division in 2001 due to the increasing clutter underground within <br />right-of-ways and to better serve our clients. CAS also owns and operates the onlv operating 3D <br />scanning equipment in the South Florida. We purchased a license to operate this equipment to <br />more accurately locate underground facilities. This commitment to professionalism in underground <br />mapping and surveying (SUE - Subsurface Underground Engineering) sets us apart from other <br />firms that design underground facilities such as stormwater conveyance and utilities. <br /> <br />CAS is the best qualified for this project due to: <br /> <br />.
