I <br /> <br />j ~! <br /> <br />APPROACH / METHODOLOGY <br /> <br />COORDINATION WITH OTHER UTILITIES <br /> <br />Coordination with other utilities is the strength and expertise of the CAS team. Through our <br />commitment to SUE, 3D Radar and other disciplines required for underground utility design and <br />construction, CAS is the best candidate. <br /> <br />CAS is directly involved with, and intimately understands the importance of effective Utility <br />Coordination and communication with public and private utility owners and authorities. Successful <br />coordination efforts minimize project delays, construction costs, and contractor claims associated <br />with utility issues and provide for better overall project outcomes. <br /> <br />CAS has a proven record of accomplishment of engaging and involving utility owners in all phases <br />of the project process through outreach and communication. We have developed and <br />demonstrated mechanisms that support ongoing participation by all parties and we maintain strong <br />relationships and cooperation with many utility owners. Through early engagement and <br />communication with utility owners, CAS can more consistently and effectively control project <br />schedules and budgets. <br /> <br />CAS provides all levels of utility coordination, utility location and subsurface utility engineering <br />services. Through current commitments and past experiences, CAS has been tasked with <br />developing focused local coordination efforts to bring together representatives from diverse <br />functions that are involved in the utility coordination process to ensure ongoing successful <br />implementation and to maximize the benefits of the process. <br /> <br />Drawing upon our experience and relationships with the major utility owners; FPL, AT&T, <br />FPUC, Comcast and others, CAS has successfully optimized the project development <br />process with greater emphasis on early coordination efforts, consideration of existing and <br />proposed utility installations on the front end of a given project and reduced design and <br />construction time later in the project process. <br /> <br />GENERALIZED PROJECT APPROACH <br /> <br />CAS is a client oriented firm. Our philosophy is to work with the City's Staff to provide the best <br />possible services and solutions to complete the project cost effectively and within the City's <br />budget. CAS works within a team approach while making the City's Staff an integral part of the <br />team. All projects will be developed in the most cost effective project scopes to achieve successful <br />results. CAS will also investigate possibilities for outside funding of projects when at all possible. <br /> <br />CAS employs a quality assurance team throughout the project. The team meets regularly with CAS <br />staff and City staff to provide value added solutions, liability checks, and design accuracy at no extra <br />cost. We perform in-house value engineering to seek the best possible cost effective timely project <br />for the City. Our radar scanning capabilities add value specifically to road, drainage and utility <br />projects; providing added accuracy, reducing time and limiting future construction liabilities, <br />and conflicts through our Project Director and President, Gene R.
