<br />commercial properties. The District's storm water management system consists of canals and lakes
<br />interconnected discharging into the South Florida Water Management District (SFWMD) North New River
<br />Canal (NNRC). The water quality and discharge rates are permitted to be controlled by two storm water
<br />pump stations on the northern boundary of the community. Construction of the principal Drainage
<br />Facilities began in 1970 and was completed in 1974. Mr. Messerian designed and permitted the upgraded
<br />-master pUlnp statiOflin2008=2009:-Healso assisted-meCityin obtaining over $3,000,000 in HMGP grant
<br />funding for the project from FEMA.

<br />Basin 5 Storm Water Master Plan, Dania Beach, FL: Project Manager - modeling, analysis and
<br />implementation of Storm Water Master Plan of Basin 5.. The proposed drainage improvements consist of
<br />four duplex pump stations, more than 20,000 linear feet of higher capacity storm sewer to improve storm
<br />water conveyance, more efficient discharge outfall systems and exfiltration trenches to improve area water
<br />quality. The retrofitted drainage system within the Basin 5 drainage areas attenuates the storm water
<br />runoff and reduces the frequency and duration of flooding.

<br />Storm Water General Consultant: Bal Harbour, Oakland Park, South Bay, Lake Park, and Pembroke Park,
<br />Florida. Mr. Messerian is responsible for the inspection, recommendations, design, and construction
<br />management of improvements to the City drainage systems. His duties included modeling, pipe sizing,
<br />studies and storm water permits issued by various Drainage Districts and South Florida Water
<br />Management.

<br />Surfside NPDES Permit, Surfside, FL Project Manager to assist the Town of Surfside attain compliance
<br />with the Dade County Municipal Separate Storm Sewer System (MS4), National Pollution Discharge
<br />Elimination System (NPDES) Permit. Coordination with the Town Staff, Miami Dade Department of
<br />Environmental Resources Management (DERM) and the State of Florida Department of Environmental
<br />Protection (FDEP) was accomplished to submit the NPDES Annual Report Form and RAI responses for the
<br />Town of Surfside as a co-permittee on the Dade County MS4.

<br />ROADWAY DESIGN EXPERIENCE
<br />Andrews Avenue, Florida Department of Transportation, District 4, Broward County, Florida; Project
<br />engineer for reevaluation and design of roadway improvements, including drainage problems. Completed
<br />plans for turn lanes, pavement milling, and drainage revisions to alleviate flooding of adjacent properties.
<br />
<br />Grade Separation Study for SR714, Dixie Highway, and FEC Railroad, Florida Department of
<br />Transportation, District 4, Broward County, Florida; Project engineer for evaluation of several roadway
<br />separation designs for Dixie Highway and SR-714. Study consisted of preliminary design, cost estimates,
<br />and exhibits for public hearings by FDOT. Project included bridges, elevated ramps, signalization, pavement
<br />markings, drainage, and pavement design.

<br />Venetian Causeway, Florida Department of Transportation, District 6, Miami, Florida; Project
<br />engineer for the alignment and design of the Venetian Causeway bypass bridge, which included several
<br />phases of maintenance to traffic, signalization, milling, resurfacing, drainage, pavement markings, signage,
<br />permitting, and utilities.

<br />Biscayne Boulevard Florida Department of Transportation, District 6, Miami, Florida; Project
<br />engineer analyzing utility relocation, lighting, paving, grading, and drainage requirements. Represented
<br />FDOT for condemnation and assessed proposed right-of-way acquisitions of commercial properties to
<br />establish values.
