The two <br />neighborhoods, known as Terra Mar Island and Bel Air were annexed into the Town in 2000 and <br />include 407 residential units. The single family homes in these neighborhoods were all on septic <br />tanks and the residential areas had limited drainage facilities. Craven Thompson and Associates, <br />Inc. (CTA) performed an infrastructure study in 2001 to access the needs and estimated costs for <br />improving the Town's North Beach area and providing public sewer to the single family <br />neighborhoods. In 2003, the Town contracted with CTA to implement our study <br />recommendations and provide design and Resident Project Representative services for <br />neighborhood improvements in the North Beach area. Phase I improvements (Terra Mar Island) <br />were completed in September 2006 at a cost of $4.2 million and included both drainage and <br />sanitary sewer improvements. Phase II improvements (Bel Air) were completed in 2008 at a cost <br />of $5.5 million. Services provided by CTA included surveying, photogrammetry, drainage design, <br />sanitary sewer design, stormwater modeling, lift station design, specifications, permitting, <br />bidding assistance, public awareness programming, contract administration, and construction <br />administration.
