Early coordination with these <br />agencies is a key factor to expedite the permitting process. <br /> <br />Maintenance of Traffic (MOT): A comprehensive MOT Plan will be developed during the design process in order to <br />minimize the impacts to the traffic of this important area. Allowable work hours shall be coordinated with local <br />residences and the City; night work will not be permitted. MOT will be a primary task for our Team. <br /> <br />Specifications: A thorough set of technical specifications will be prepared in order to detail the sequence of <br />construction and other construction activities, construction materials, and measurement and payment items <br />necessary for the success of this project. <br /> <br />Post Design Services: A quick turnaround will be provided for responses to Requests for Information (RFI's) and review <br />of Shop Drawings during the bidding and construction process. Our firm employs over thirty (30) Construction <br />Engineering and Inspection (CEI) personnel, which will provide the City with outstanding construction service <br />capabilities. <br />4.2 Overall Organization to Completing the Project <br />APCTE recognizes the importance of creating a threefold approach to a project involving the work called for by this <br />RFQ: Conceptual, Technical and Managerial Approach. When the Conceptual stage of a project is omitted, the most <br />original and efficient ideas are lost, and the focus of the project becomes dull and "routine" in nature. In order to have <br />a worthwhile project that makes a first-class lasting statement, a highly qualified Team of professionals must first <br />take time to analyze each and every possible alternative solution for each individual circumstance, prior to the <br />selection of the best one. A sample of APCTE's Conceptual Approach was depicted in the previous Section (4.1L where <br />an analysis was made of the several alternatives to solve the drainage deficiencies along 174th Street, and after the <br />feasibility of each alternative was considered, a recommendation was made regarding the preferred solution. <br /> <br />The most important element in the next step of the approach to this contract, the Technical Approach, will be for the <br />consultant Project Manager to become fully aware of the City of Sunny Isles Beach's standards and regulations, plans <br />production and permitting requirements, and general preferences with respect to the proposed roadway and drainage <br />improvements. Projects that begin with the adequate technical approach sail smoothly throughout the entire <br />design and construction process. Plans submittal activities will consist of the following phases: <br />. Initial Site Investigation: includes geotechnical testing, field survey, analysis of any existing plans or as-built <br />information, verification of existing field conditions and identification of areas in need of roadway and <br />drainage improvements. <br />. Initial Engineering: design reports, conceptual design analysis, preliminary plans, and initial cost estimates; <br />also involves coordination with utility companies and regulatory agencies such as Miami-Dade County <br />Permitting, Environment, and Regulatory Affairs (M-D PERA, previously M-D DERM) and Florida Department of <br />Environmental Protection (FDEP). <br />. Final Engineering: includes preparation and distribution of roadway and drainage plans and the specifications <br />package. <br />.
