7
CALTRAN
8.—.000- GROUP
MG s
As shown in Table 1, considering the potential that Day Care Facility with 25 Students (a reduction of 15 students from
the original application) it will generate the maximum trips compared to area and employees variables. As a result, this
analysis is considered conservative for the expected traffic generated by the new facility.
Capture Rates: In addition, Pass -by trips are usually trips that already exist within the network with intend to use certain
land uses and those trips could be deducted from the raw trip generation. A reduction rate of 47% of the raw generation
trips or a maximum 10% of the exiting adjacent road traffic can be applied as pass -by trips rate according with ITE and
FDOT site impact Handbook can be applicable to Drive -In Banks and no Pass -by trips are applied to the Day Care
Facilities. Table 2 summarizes the estimated new trips on the surrounding roadway network for the proposed change of
use.
Table 2. Estimated New ITE Trips
Based on the comparison shown in Table 2, the proposed Day Care Center could generated at least three times less
number of trips than it might be expected to be generated by the previous use (Drive -In Bankfacility) that was located at
the overall store -front even after deducting pass by trips.
Traffic Analysis: Considering the same situation at the time of the original analysis. The current economic conditions
cannot depict the potential trip generation from the overall strip mall an analysis of the current traffic at the signal of
Collins Avenue at NE 174th Street was performed as an additional surrogate measurement of the potential trips generated
by the change of land use in the concerned storefront unit.
Exiting Traffic Volumes: Turning Movement Counts were performed during the AM and PM peak periods (7:00 to 9:00 AM
and 4:00 to 6:00 PM) on Tuesday, July 12, 2011 at NE 174th Street and Collins Avenue The volumes were collected in
15- minute intervals and the peak hour was determined for each intersection. Raw information is presented in the
appendix. The FDOT peak season conversion factor was applied to the traffic counts to adjust the traffic to peak season
volumes. The appropriate peak season conversion factor for the week when the traffic counts were collected is 1.04.
Existing signal phasing and timing patterns were obtained from the Miami -Dade County Public Work Department for the
signalized intersection required to be evaluated in this analysis.
The TMCs and the signal timing for the intersection of Collins Avenue at NE 1741h Street identified as the asset 3881 by
Miami -Dade County are also documented in the Appendix. The existing ingress and egress traffic volumes during the
peak hours are summarized in Table 3.
1400 NW 107th Ave, Suite 209, Miami, FL 33172 Tel: 786- 456 -7700 Fax: 786- 513 -0711 Page 2
www.caltrangroup.com
Land Use
LUC
Units
Daily Trips
PM Peak
Trips Hour
Day Care Facility
565
Employees
133
(9 In/ 10 Out)
Day Care Facility
565
1,633 SF
129
20
(9 In/ 11 Out)
Day Care Facility
565
25
Students
112
21
(10 In/ 11 Out)
Drive -In Bank
912
4,899 SF
385
67
(33 In/ 64 Out)
Based on the comparison shown in Table 2, the proposed Day Care Center could generated at least three times less
number of trips than it might be expected to be generated by the previous use (Drive -In Bankfacility) that was located at
the overall store -front even after deducting pass by trips.
Traffic Analysis: Considering the same situation at the time of the original analysis.
