APPROACH AND METHODOLOGY <br /> <br />PHASE I - SECURITY MASTER PLAN <br />Taslc 1. Risk Assessment and Mitigation Planning <br />The Risk Assessment and Mitigation Planning (Assessment) is the foundational element for all other wod <br />products and must be based upon proven methodologies and solid intelligence information. The <br />backgrounds of our team members provide them with excellent contacts within police and federal law <br />enforcement communities, as well as the threat intelligence commWlity. We feel particulady well-qualified to <br />devdop sound threat information upon which to base our analysis and recommendations given that we have <br />provided such guidance for numerous high profile clients and facilities. <br /> <br />From the information developed and our own experience, our team will prepare a full spectrum analysis of <br />the multiple security and safety throats (All-Hazards) that may face a community such as Sunny Isles Beach. <br />At a minimum, we will focus on scenarios that pertain to such issues as: <br />Jlo Natural Disasters <br />> Criminal Activity <br />> Activist Targeting/Protests (Civil Unrest) <br />> I Iigh 1breat Incidents, to include: <br />m Active Shooter <br />I!l Terrorist Incident <br />l!3 Mass Casualty Event <br /> <br />All of our analysis will be conducted in-line with proven security assessment and crisis management <br />methodologies, such as the ASIS International Risk Assessment Guideline and the Nationallocident <br />Management Standltld (NIMS). These assessment methodotogies and guidelines ltle fully compatible with the <br />goals and requirements of tllls effort. <br /> <br />In order for our team to accomplish this task, we will petfonn the following activities: <br />1. Upon notification to proceed, our key team members will kick-off the project by taking a tour of the <br />Sunny Isles Beach locale. The intent of this toU! will be to achieve a common level of familiarity <br />with the entire area and the various issues and concerns amongst all team members. We would <br />.request participation by representatives of the City in order to highlight issues of initial concern as we <br />conduct the tour. <br />2.
