We will also discuss any previous history of criminal, security and safety incidents within the City that may impact this review. 4. Gather data on applicable threat and risk profiles for both man-made and natural disasters. Our team will confirm both known and perceived threats to the Oty and strive to determine the potential vnlnerability and potential impact of such threats. 5. Conduct interviews of and liaise with sdect representatives of the Sunny Isles Police Department :rnd any other City, State and/or Federal agencies that may ho.ve purview over the security and safety requirements to ensure that the developed Assessment fully incorporates all concerns of responsible individuals, 6. Develop a Risk Assessment and Mitigation Plan for the City based upon crime statisrics for the surrounding area, threat intelligence information, natural disaster statistics, service interruption history and previous incident history. From this information and out own expt'nence, our teatn will review, challenge and refine existing threat assumptions and develop a comprehensive and detailed analysis of both plausible and likely threllt scenarios that may impact this facility. Further, we will assign a level of probability (per chosen assess.me.nt methodology) to the various threat scenarios developed. All of our analysis will be conducted in-line with proven risk assessment methodologies. 7. Produce a comprehensive Risk Assessment and Mitigation Plan that clearly defines all threats examined and OUI estimation of both probability and potential impact should the event occur. In order to ease review, we will produce a companion ma.trix that quantitatively illustrates each of the assessment elements in an easy-to-follow format. Task 2. Master Security Plan Preparation and Submittal The product of this pbase and its deliverable will be a Master Security Plan (M.sP) developod to specifically address and mitigate the threats, risks and vulnerabilities identified during our. prior efforts for the City of Sunny Isles Beach. The MSP will serve as the blueprint for a citywide security solution and include a comprehensive list of our findings and their associated recommendations, T&M will meet and/or teleconference regularly with the City project team to collaboratively discuss and validate initial findings and to introduce preliminary recommendations. In order to produce the MSPI we will: 1. Utilize the scenarios developed in the Risk Assessment and Mitigation Plan to document the projected consequences to the City, aod offer deterrence, detection, mitigation and/or prevention recommendations as appropriate. These scenarios will be completed from the security perspectives and interests of City representativesl law enforcement entities and the surrounding neighborhood.
