Develop security strategies that address the needs of Sunny Isles Beach to include environmental <br />applications (CPTED); operational security; technological systems; surv6l1ance (situational <br />awareness); access control systems; and co:rnma.nd center opexations and functionality. <br />3. Pert011Il a market analysis with ow: acquired knowledge of the City's requirements to identify security <br />system technologies and solutions for consideration. We will identify systems that represent the <br />''Best of Class" within the security marketplace to first establisb as benchm:uks and secondly, to <br />evaluate from the perspective of potential system standards. Fmther, we will evaluate command <br />overlay systems tbat may be capable of achieving greater technological capability, particularly iu the <br />areas of command and conttol and situational awareness. Once completed we will produce a <br />comparative matrix of the systems examined, Systems to be considered would include surveillance <br />and security cameras, outdoor ''blue light" security communication systems, safety aid systems, <br />intersection monitoring systems, licenses plate verification systems, bus transit security surveillance, <br />video distnlmtion systems and central monitoring systems. <br />4. Prepare a preliminary design statement and conceptual drawings for the control center that would be <br />required to support this endeavor and the communica:tions infrastructure necessa.ry to transmit the <br />video and other signals cityWide. <br />5. Produce a strategy for implementation of all recommendations based upon infonnation provided by <br />the City, criticality of system or program element, and logical implementation sequence. <br />6. Coordinate recommendations with the City planners and architectural and systems team members to <br />ensure that they are included in developed drawings and documents. <br />7. Prepare preliminary Concepts of Operations (ConOps) for the control center to assist the City with <br />coordinating responsibilities of monitoring and response forces. <br />8. Develop a matrix of optional .trateg/e. and syBteDl1S with complU'iJtive Rough Order of <br />Magnitude (ROM) cost estimates for their implemeJ1tatio11. Produce a conceptual map illustrating the recommended app:roach to video system distribution. <br />10. Develop a first draft of the comprebensive MaBter Security Plan that provides detailed findings and <br />recommendations for an optimal citywide security operations and response program. <br /> <br />All documents produced will be presented first as drafts to allow for sufficient r.eview by City representatives <br />to ensure that we develop a fully coordinated final version. We will conduct a meeting comprised of aU <br />necessary representatives to review all products in detail \Vle anticipate these meetings to be interactive <br />sessions tu receive feedback on our analysis, assumptions, mitigating measures and recommended strategies. <br />Upon receiving this feedbac~ we will incorporate comments and revise materials as necessary to produce the <br />final documents.
