Our <br />emphasis is always on providing one - hundred percent accurate and relevant information that can be relied <br />upon throughout the decision making process. Our in -house GIS capabilities provide the opportunity to <br />maintain collected data in a format that ensures streamlined accessibility and highly specific inventory <br />analysis. CGA staff members utilize state -of- the -art traffic analysis software to provide a comprehensive <br />assessment of existing and future conditions, ensuring a clear understanding of needs and deficiencies. <br />CGA has completed numerous high - profile traffic operational studies including the analysis, design and <br />construction management of the first roundabout intersection for the City of Weston, a comprehensive <br />Master Roadway, Equestrian and Greenway plan for the Town of Loxahatchee Groves, an access <br />management plan for SR 80 /Southern Boulevard, a city -wide traffic calming program for the Town of <br />Surfside, an arterial analysis in the City of Miami Springs, and numerous Multi -way Stop Warrant Analyses <br />throughout the City of West Park. <br />We fully recognize that work- orders under this contract may be generated to address politically sensitive <br />traffic operational problems or those "hot spots" identified by elected officials, management or private <br />citizens. CGA team personnel have been involved in multiple traffic operations safety studies and possess <br />the knowledge and tools to provide sound solutions. CGA's team is highly experienced at developing <br />constructible and cost - feasible improvement alternatives and performing the benefit /cost analysis to <br />identify the preferred alternative. Benefit -cost analysis is one of the key components of a traffic <br />operations /safety study because this step quantifies the benefits (operational and /or crash reduction) <br />versus the annualized costs of the proposed alternative. We are cognizant of what it takes to be fully <br />responsive to the City of Sunny Isles Beach, and believe we can bring a fresh perspective to the city. <br />Ability to Meet Desired Timelines and Deadlines <br />The typical CGA internal reviews take place at 30 %, 60 %, 90 %, and 100% complete documents. After <br />incorporation of the City's 30% comments, CGA will proceed to completion of 60% construction <br />documents. As with the 30% documents, the 60% construction documents would then be provided to the <br />City staff for review and comment. We will proceed to 90% construction documents upon incorporation of <br />the City's 60% comments. CGA will prepare the construction permit applications and supporting <br />documentation at the 90% construction document stage to assist the City of Sunny Isles Beach with <br />obtaining the construction permits for the improvements. <br />In addition, CGA will review the project from a "Constructability" of design perspective in order to meet the <br />City's goals and objectives and to maintain a firm grasp on the costs associated with each project. <br />The "Constructability" of a design is an important facet to consider during each phase of a design's <br />development, however, when a preliminary design is nearing substantial completion (90% plans), it <br />undergoes an in -house constructability review by our CEI and Construction Management Departments. <br />This review specifically ensures that the plans make sense from a construction perspective, and is intended <br />to minimize potential problems in the field during construction. <br />We will meet with City staff to receive their comments on the 90% design submittal. Following the meeting <br />our team will incorporate the City's comments and in addition identify any changes required due to agency <br />comment and comments from the CGA constructability review, and make appropriate revisions to the 90% <br />design documents. We will then proceed to complete preparation of the contract documents, technical <br />specifications and bidding documents for the solicitation of competitive bids for the construction of the <br />project. <br />RFQ #12- 04 -02, Traffic Engineering and Transportation Consulting Page 412 <br />
