Atkins | Stone Mountain CID <br />Planning and Urban Design | 3-16 <br />Atkins | City of Sunny Isles Beach, RFQ No. 12-04-020006.027944.0512 <br />Rebecca Spain-Schwarz, AIA <br />Historic Preservation <br />Rebecca Spain-Schwarz has 29 years of experience in architecture and historic preservation. <br />Her background includes National Register of Historic Places (NRHP) evaluations; architectural <br />and photographic documentation; analysis of effects; and coordination with the Florida <br />Department of Transportation (FDOT), Federal Highway Administration (FHWA), and State <br />Historic Preservation Offi cer (SHPO). Ms. Spain-Schwarz has prepared architectural and <br />historical documentation reports; cultural-resource assessment surveys (CRAS); Section 106 <br />of the National Historic Preservation Act (NHPA) consultation case reports; feasibility studies; <br />restoration/rehabilitation proposals for existing and eligible NRHP sites; and NRHP and National <br />Historic Landmark nominations for several districts, large properties, and individual buildings. <br />Ms. Spain-Schwarz’ project experience includes: <br />Sanibel Causeway Improvements Project Development and Environment (PD&E) <br />Study, Lee County, Sanibel, FL. Ms. Spain-Schwarz served as a cultural resources specialist <br />for this project that involved a PD&E study for improvements to the Sanibel Causeway and <br />three causeway bridges. The analyses involved evaluation of the removal of the entire causeway <br />and rehabilitation and replacement alternatives (both bascule and fi xed replacement) for the <br />three bridges. Ms. Spain-Schwarz provided coordination and quality control of cultural resource <br />documents and prepared the Section 4(f) evaluation for two adjacent public boat ramps. She <br />also prepared bridge amenities options, graphics, and a questionnaire for the public workshop <br />and sketches showing existing and proposed bridge spans for the public hearing. <br />Pinellas Mobility Initiative, Grimail-Crawford, Inc., Clearwater, FL. Ms. Spain-Schwarz <br />served as cultural resources specialist for the Pinellas Mobility Initiative, a major planning <br />study evaluating the implementation of a light rail system in Pinellas County. She provided an <br />evaluation of the corridor study and review of existing cultural resources data. Services provided <br />as a subconsultant included an alternatives analysis of a fi xed transit/elevated guideway <br />including environmental and National Environmental Policy Act assessments, station area <br />planning and design, and structural concepts and cost estimating. Rail technologies evaluated <br />included light rail systems, airport-style people movers, and monorail, with the entire 38-mile <br />monorail system being chosen as the locally preferred alternative. <br />I-4/Lee Roy Selmon Connector Interchange Design Services, Florida Dept. of <br />Transportation (FDOT), District Seven, Hillsborough County, FL. Ms. Spain-Schwarz <br />served as a cultural resources specialist for this project that involves the preparation of <br />preliminary and fi nal construction plans for the three-level I-4/Selmon Connector interchange, <br />which will provide an important link to the Port of Tampa. Ms. Spain-Schwarz is responsible <br />for preparation of an NRHP nomination for the Palmetto Beach Historic District for this FDOT <br />District Seven design project and coordination with the subconsultant responsible for preparing <br />the Florida master site fi le forms that accompany the NRHP nomination. Elements of the project <br />include preliminary and fi nal roadway design, complex bridge designs and intersection layouts, <br />preliminary drainage analysis, pond siting report, retaining wall designs, hazardous material <br />concerns, impacts to McKay Bay Park (Section 4[f] issues), design documentation and analyses, <br />public involvement, traffi c control plans, cost estimates, and all other services necessary to <br />complete the design of this project. <br />SR 81 Realignment Project Development and Environment Study, Walton County, <br />Walton County, FL.
