The study involved all social, economic, and <br />environmental effects; mitigation as required by the PD&E Manual; and providing the required <br />environmental documents, engineering reports, preliminary plans, and public hearing. A public <br />involvement program was developed and conducted for communicating to and receiving <br />information from all interested persons, groups, and government organizations regarding <br />development of the project. <br />FDOT District Four Districtwide Project Development and Environment Services, <br />Florida Department of Transportation (FDOT), District Four, Districtwide, FL. Ms. <br />Spain-Schwarz served as a cultural resources specialist for this project that involved project <br />development and environment support services. She assisted District Four, as needed, with <br />the review of cultural resource documents such as the cultural resource assessment survey <br />(CRAS), Section 106, and Section 4(f) de minimis for the Midway Road Project Development <br />and Environment Study, as well as review of the US 1 relocation in Rivera Beach CRAS. <br />Services provided included evaluating and documenting transportation capacity; assessing <br />engineering feasibility; and assessing the social, cultural, economic, and environmental impacts <br />of transportation improvements to projects throughout the district. Additionally, community <br />involvement/public information programs were developed and implemented to assist in <br />informing the public of the status, progress, and impacts of the transportation improvement <br />projects. <br />Florida Department of Transportation, District One General Engineering Consultant <br />Services (1992-2011), Florida Department of Transportation (FDOT), District One, <br />Polk, Sarasota, Manatee, Charlotte, Collier, DeSoto, Hardee, Hendry, Highlands, <br />Okeechobee, Glades, and Lee Counties, FL. Atkins serves as an extension of District <br />One staff, providing technical and professional personnel for its annual capital projects <br />work program. From the contract’s inception, Atkins has provided owner’s representative <br />services for the District’s design-build program and managed more than 100 design and <br />project development and environment projects. Additional assignments have included traffi c <br />studies, project scheduling, cost estimating, public information, construction sequencing, <br />transportation planning, right-of-way acquisition, permitting, intelligent transportation <br />systems, value engineering, environmental services, and constructability reviews. As a cultural <br />resources specialist, assists with plan submittal reviews to determine if there are any cultural <br />resource issues that need to be addressed. This included over 55 local government and 24 local <br />enhancement American Recovery and Reinvestment Act-funded projects reviewed through <br />desktop analysis in 2009 plus over 40 local government projects pending federal funding. Also <br />assists with cultural resource coordination with the FHWA and the SHPO, as needed, especially <br />for projects with unique cultural resource issues. <br />Districtwide Project Development and Environment Study Support Services, Florida <br />Dept. of Transportation (FDOT), District Seven, Districtwide, FL. Ms. Spain-Schwarz <br />served as a cultural resources specialist for this contract that involved providing project <br />development and environment support services. She provided cultural resources support and <br />coordinated general resource surveys and other miscellaneous tasks. Responsibilities included <br />coordination with subconsultants for miscellaneous cultural resource surveys, primarily for ponds <br />and historic structure update surveys conducted during design. Services included evaluating and <br />documenting transportation capacity; assessing engineering feasibility; and assessing the social, <br />cultural, economic, and environmental impacts of transportation improvements to projects <br />throughout the district.
