SGM Engineering, Inc.
City of Sunny Isles Beach RFP No. 12-04-02
Continuing Professional Architectural & Engineering Services
Firms Only (CCNA)
Section 3 – Staffing

Qualified and Experienced Personnel
SGM is structured with many qualified and experienced project managers that complete their projects on-time &
within budget. Each project manager has engineers, designers and cad tech staff who are assigned to a specific
project. All the projects are identified on a spread sheet which clearly outlines the PM, Engineer, Designer and
CAD Tech. The spread sheet also identifies the deadlines and client’s name.

SGM resources for the design phase as well as establishing and maintain quality control. SGM Quality
Assurance team will review the design criteria issues. SGM Quality Assurance team ensures the delivery of work
meets current code requirements, energy efficiency requirements, feasibility, constructability and conformance
with architectural, engineering and environmental standards and procedures.

SGM has implemented the procedures such as Interactive Conceptual Design Teams/ design Charrettes, In-
House Design Quality Control/Quality Assurance Reviews, SGM design Standards, LEED, energy conservations,
Interdisciplinary Review, Technical Reviews, scheduling & cost control. SGM has a multi-tiered approach to
quality that will be formally documented in our Quality Control Plan. Key components include completion of a
detailed Project Management Manual and communication of that plan to the whole team, including Town of Palm
Beach facility members; assigning qualified staff to designated design tasks; assigning qualified senior personnel
as quality control approvers to review and approve design quality production, both discipline, inter-discipline, and
constructability; identifying a separate Independent Technical Review team from qualified personnel who are not
otherwise working the project; regularly review any potential LEED scorecards; use the detailed work plan that
outlines the work tasks, budgets, and milestones to measure performance; and resolve any conflicts.

As of May 2012, SGM is operating 38% below capacity levels

. SGM has 26 employees including 7 registered
Professional Engineers. Benefitting the City of Sunny Isles Beach; Majority of SGM’s Engineering staff has prior
hands-on construction experience and understands maintenance, constructability, and potential site issues. SGM
has saved municipalities hundreds of thousands of dollars a year in utility bills and rebates by closely conducting
vigorous energy models for our clients and achieving vigorous energy efficiency goals.
SGM is dedicated to meet the time and budget for the City of Sunny Isles Beach. Our project team’s current and
projected workload will allow us to begin working on the contract immediately upon receiving the notice to proceed
and commit the necessary resources to fully meet the institute’s schedule from start to finish. Our staff would be
available as required, and we would budget the design team to spend 60% of their weekly time dedicated
to this project. Should a specific task require more manpower, the work could easily be shifted to more
designers to meet the deadline. Our staff and reasonable rates allow us to handle large, complex projects yet still
remain competitive on small and large scale projects. SGM provides the required services in a timely manner.
SGM prides ourselves on providing the County with a quality product, on-tim e and within budget. This has been
demonstrated through our prior work for our public and private clients throughout Florida. The personnel
resources of SGM exceed those necessary to accomplish the HVAC replacement within the County’s Contract, as
well as our currently committed workload.

Management Plan
Single point of client contact: Our Project Manager is your single point of contact for the project, and we expect
that your organization provides a managing counterpart for the project. This eases the flow of information and
allows us to provide exceptionally responsive customer service.

Solid track record for on-time delivery: We have an outstanding delivery record, borne of many years refining
scheduling tools. Experience tells us that it is important to establish a realistic schedule, identify long lead time
and critical-path items, publish and distribute the schedule to all parties, meet regularly to monitor developments,
develop flexible alternatives, if needed.

Staffing infrastructure: Meeting the schedule often means assigning sufficient project staff at the right time.
Each SGM office has a single operations director who constantly monitors project workload and staff resources
for all contracts. Weekly capacity reviews avoid critical choke points and permit continual adjustment of staff
levels.
