SGM Engineering, Inc. <br />City of Sunny Isles Beach RFP No. 12-04-02 <br />Continuing Professional Architectural & Engineering Services <br />Firms Only (CCNA) <br />Section 4 – Approach and Methodology <br /> <br /> <br />Permitting: Permit applications will be prepared and submitted to the appropriate permitting agency. It is important <br />for the Owner to have permits in-hand prior to the bidding of a project in order to avoid contractor delays or <br />unauthorized work. <br /> <br />Construction Administration Services: SGM can provide a full range of construction administration services. Our <br />role will not involve instructing or directing the Contractor as to the means or methods of his construction <br />techniques, but will involve enough supervision to ensure that the Contractor completes the project in reasonable <br />conformity with the plans and specifications. SGM believes that the firm providing the design is the most qualified <br />to provide construction inspection. Our experience in following tasks has made us a successful firm t o protect the <br />client’s best interest in terms of completion on time and within budget, such as: <br /> Coordination with City’s PM throughout the course of the project. <br /> Responding to City’s permitting department, building inspector, fire rescue, / fire marshal in a timely manner <br />to make sure that required data/ & information are given in a timely manner without any delay. <br /> Review and respond to submittals, shop drawings and any RFIs in a timely manner. <br /> On-site inspections by our engineers to make sure that all proj ects have been constructed per construction <br />documents, Florida Building Code and AHJ. <br /> All the warranty booklets, owner’s manuals, as-build drawings and final close-out documents will be done <br />on schedule. <br /> <br />Permitting: Permit applications will be prepared and submitted to the appropriate permitting agency. It is important <br />for the Owner to have permits in-hand prior to the bidding of a project in order to avoid contractor delays or <br />unauthorized work. <br /> <br />SGM Engineering will provide assistance to the City’s Pro ject Manager during the bidding procurement <br />process. This will include: <br /> Developing the Technical Specifications. <br /> Coordinate the City’s Purchasing & Contracts. <br /> Respond and resolve to any comments issued by City’s Purchasing & Contracts. <br /> Attend the pre -bid c onference, assist the City Project Manager to respond and resolve to the <br />comments raised by Bidders/Contractors. Evaluate the Bidders and assist selecting the Bidder who <br />complies with Specs & general requirements. <br /> Attend the Construction Kick -Off meeting, regular job site construction meeting, review the shop <br />drawings, owner's operational manual, submittals and pay applications. This will ensure the quality of <br />equipment and the workmanship associated with the project. <br /> A complete Test & Balance of all DX uni ts, Air or Water Cooled chillers, diffusers, Fans and Hydronic <br />devices. This will ensure the Contractor's compliance to the Construction Documents. <br /> An Energy Conservation measure to save electricity during unoccupied hours. This can be done by <br />using a simple time clock or an Energy Management System, per City’s approval. <br /> <br />Project Approach <br />Our design team will ensure that there will be documented and constant communication with the City of Sunny Isles <br />Beach and our design team. We will involve the facility end users and City personnel throughout the entire design <br />process. <br /> <br />Our approach starts with: <br />1. Project Kick-Off meeting with all the parties involved, <br />2. Receive inputs during kick -off meeting regarding the nature of the project, <br />3. Budgeting, compliance with UFC or other authority having jurisdiction over the project, <br />4. Define the Project: Scope, Schedule, and Contract Documents, <br />5. Data Collection: Application of Anti-Terrorist/Force Protection criteria, <br />6. Cost engineering, <br />7. Sustainable design utilizing LEED rating tools, <br />8. Energy Conservation,
