SGM Engineering, Inc. <br />City of Sunny Isles Beach RFP No. 12-04-02 <br />Continuing Professional Architectural & Engineering Services <br />Firms Only (CCNA) <br />Section 4 – Approach and Methodology <br /> <br /> <br />SGM is responsible for project cost control and will provide cost control management. The process begins with a <br />complete review of the project scope before design efforts begin, and reviewing project cost estimates during <br />design. <br /> <br />This process allows the PM to manage and focus design efforts to achieve the budgeted estimated cost of <br />construction and eliminate late project deadlines. During project execution, he will monitor all project execution <br />costs including sub-consultants on a weekly basis. We negotiate a reasonable schedule up front, then subject to <br />review period fluctuations, works with the Task Order Manager to manage the team and resources to get the project <br />completed when the client needs it. If at any point in the design process, we estimate of the construction cost <br />exceeds the construction cost set forth by the government, or if the team “feels” that the project cost is escalating, <br />the PM will immediately advise the City’s Project Manager. <br /> Modify the scope, materials, or construction method, as required, to reduce the estimated construction cost to <br />an amount within the available project funds, or; <br /> Proceed with preparing the plans and specifications with one or more options as approved by the PM. <br /> <br />Measures to be taken to ensure construction quality, within budget parameters <br />Our philosophy is to provide our clients with quality professional services, promptly after their request. We will <br />maximize cost savings while designing an d constructing all projects with on-time performance on a schedule that <br />meets all of your expectations. This philosophy will be carried through by the following means: <br /> The project manager will communicate with your representatives and all team members thr oughout the various <br />phases of the project, from study through completion of the project. <br /> Establishing the project criteria during initial project kick -off meetings and assurance of applicable code <br />compliance throughout the project implementation. <br /> Attendance at meetings, provide cost estimating and stay within the budget. <br /> Careful maintenance of the project schedule and provide value engineering. <br /> Close communication with your staff throughout the project to ensure your needs are being met. <br /> Close coordination with local authorities having various types of project jurisdiction. <br /> Close communication and cooperation with the Project Manager, Construction Manager and others. <br /> Experienced regular project site observation and inspections throughout the project. <br /> Resolving construction issues on-the-spot. <br /> Perform substantial completion inspection and follow-through with final punch list items. <br /> <br />Contract Compliance and Enforcement of Industry Standards <br />SGM’s role is to provide the highest quality of design construction doc uments, cost estimates, construction <br />administration and coordination efforts with construction managers and owner’s representatives by ensuring that <br />professional standards and timeliness of all projects are met. SGM will do everything necessary to ensure c ontract <br />compliance and achieving completion within the scheduled time and approved budget. <br /> <br />Our staff is extremely familiar and confident with their knowledge of Industry Standards and will ensure all industry <br />standards are enforced with an emphasis on codes and energy conservation requirements. Our design team will <br />design for optimum facility and system performance from start -up through completion and initial occupancy periods <br />for each project phase. <br />The SGM team will work closely with the staff and associates of the City, Construction Manager, all governing <br />agencies, and sub-contracting firms throughout all phases of the project. With open communication and <br />cooperation, this partnership will arrive at a fully integrated and cost –effective project. <br /> <br />Responsibility to Meet Time and Budget <br />SGM assumes the responsibility for communication during construction administration. This communication <br />includes response to RFI’s and submittals be assumed by SGM’s project manager. SGM designers and engineers <br />are immediately notified when RFI’s are logged in electronically. Through clear lines of communication engineers <br />and designers are able to immediately turn around shop drawings and submittals. <br /> <br /> <br />
