Cost Control Methods Recognizing the critical importance of cost man- agement when budgets are tight, WA will com- mence cost control procedures immediately upon issuance of the Notice to Proceed on a particular project. The techniques to be utilized by the team for cost control include: • Program and Budget Review: A detailed re- view of the program and budget will be con- ducted to ensure validity and compatibility. • Systems Budgeting and Estimating: All budget estimating will be divided into subsystem com- ponents to allow for identification and control of specific problem areas. • Cost Trending: A careful charting of the on- going estimates will be performed to evaluate a direction that might be developing as the project progresses. • Complete and Detailed Documents: Attention will be directed to complete, coordinated con- struction documents in order to ensure tight bids and fewer change orders; the result will be cost control. Cost estimate development and updates at the various stages will include quantification of all ma- jor project elements, even at the earliest stages of plan development. A formal schedule will be developed to respond to the specific needs of each task and the project manager will regularly meet with County personnel to review schedule progress and re- quirements on that project.
