<br />Mr.Tomczyk has more than 22 years of general civil engineering experience, with a specialty in Land
<br />Development, stormwater management, floodplain modeling, permitting and private development
<br />engineering and construction administration. He has extensive experience with the design/
<br />implementation of grant funded public and quasi - public entities in the generation of technical
<br />specification and grant management.Additionally, Mr.Tomczyk has been utilized as an expert witness
<br />for courtroom testimony for land use and stormwater management/floodplain management issues.
<br />Mr. Tomczyk has also provided engineering and support services for federal, public and private
<br />clients for residential, industrial, and institutional development. Key services include structural,
<br />land development site plan /engineering preparation, development feasibility study, subdivision
<br />design, roadway design, stormwater management , floodplain and riparian engineering, grading
<br />(earthworks), drainage and erosion control, road design, traffic improvements , environmental
<br />design and restoration, construction specification, commissioning, and procurement of all local,
<br />county, state and other governmental approvals.
<br />RELEVANT EXPERIENCE
<br />VILLAGE OF CANAL POINT SANITARY SEWER IMPROVEMENTS, CITY OF PAHOKEE,
<br />PALM BEACH COUNTY, FL: Supervising Engineer for the design of low pressure sewer system
<br />within the Village to replace malfunctioning septic systems. The low pressure system consisted of
<br />68 grinder pumps and 2 lift stations that tied into the existing City sanitary system.The system was
<br />permitted by the County of Palm Beach and the Florida DEP.The project was funded through a Joint
<br />Partner Agreement 0PA) with the USDA, Palm Beach County and the City of Pahokee.
<br />COUNTESS HOERNLE PARK IDC, CITY OF BOCA RATON, FL: Project Manager /Civil
<br />Engineer for a contract providing comprehensive project management and full turnkey consulting
<br />services for the development of a 228 -acre park.The City completed a preliminary Master Plan
<br />in early 2006 for the entire site.The overall scope of services for the park development includes
<br />the following: project management; survey; geotechnical; environmental; landscape architecture/
<br />land planning; reclaimed water; civil engineering; architecture; mechanical /electrical engineering;
<br />structural engineering; permitting; bidding and construction. This project includes the design of the
<br />Phase I Master Plan components for the South Site, comprising approximately 171- acres, to satisfy
<br />the City's immediate need for softball and soccer playing fields, while being environmentally and
<br />culturally innovative. Fees: $500K, (2006 to 20 10)
<br />MONROE COUNTY EAR, COMPREHENSIVE PLAN UPDATE AND LAND
<br />DEVELOPMENT CODE RE- WRITE, MONROE COUNTY, FL: Monroe County has
<br />contracted with Keith and Schnars to update their Comprehensive Plan Policy and Technical
<br />Documents to the 2010 -2030 planning timeframe; the last update occurred in 1995. Keith and
<br />Schnars is also providing services to prepare the EAR for the County. Monroe County's current
<br />regulations were drafted in 1985 and have been appended numerous times over the years.The goal
<br />of this project is to realign the LDR sections to make it more user friendly, incorporate modern
<br />planning strategies, and implement the Goals, Objectives and Policies of the Comprehensive Plan.
<br />Mr. Tomczyk is responsible for analyses of potable water, sanitary sewer, and drainage. Client/

<br />7TH SPECIAL FORCES GROUP COMPLEX, US ARMY CORPS OF ENGINEERS,
<br />MOBILE DISTRICT, DUKE FIELD, EGLIN AFB, FL: Project Manager and Lead Civil Design
<br />Engineer responsible for providing site /civil design of a new military complex to house the 7th
<br />Special Forces Group, relocated from Fort Bragg to Eglin Air Force Base. Providing site /civil design
<br />services for three architects designing a complex of buildings and infrastructure systems, which
<br />includes headquarters buildings, barracks, vehicle maintenance buildings, a dining facility, recreation
<br />and training facilities, and several support buildings. Project includes 25 buildings, including the a
<br />Munitions Complex, Combat Readiness Training Facility, and aTactical Communications Facility, on a
<br />campus -type setting of approximately 175- acres. Responsible for site /civil components, specifications
<br />and quality control for the Logistics Complex and the GSB Tactical Equipment Maintenance Facility.
<br />The site work includes grading, utilities, erosion control, permitting, and related work. Project is
<br />being conducted in conjunction with the USACE Mobile District civil staff which is designing the
<br />entrance and perimeter roads, as well as the stormwater management system Construction Cost:
