4. Approach /Methodolo <br />gY <br />Willingness to Meet Time and Budget Requirements <br />Target Engineering Group has a process driven approach to complete projects on time and under budget. Our <br />r] commitment starts before the construction phase and it will continue throughout the construction phase. The <br />key tasks below summarize our proven approach: <br />• Perform independent bidability & constructability reviews, <br />• Review permit documents for special conditions, <br />• Perform additional utility soft digs if needed to verify conflicts, <br />• Run a quantity check on major work items prior to construction, <br />• Develop a baseline schedule and check the contract time against baseline schedule, <br />• Review procurement time to make sure that it is adequate, <br />• Check the job site for staging and site access, <br />• Review MOT phases to make sure the number of lanes configuration is achievable, <br />• Coordinate with on -going projects in the area, <br />1 • Take lead in arranging utility preconstruction and weekly meetings, <br />• Stress the cost and time overrun goals in the preconstruction conference, <br />• Make use of the Contractor's two week look ahead schedule to anticipate issues, <br />t 1 • Review the Contractor's base line schedule and monthly updates, <br />• Follow the partnering in principle and actions, <br />• Answer RFIs in a timely fashion, <br />• Before adding any extra work, do an independent estimate to arrive at a fair price, <br />l • Process monthly pay applications in a timely fashion, <br />)j • Conduct a pre- activity meeting to discuss the Contractor's work method, and <br />• Close out pay items as and when they are completed. <br />Some of the most common causes of disputes on construction projects are plan and contract documents <br />deficiencies, utility conflicts and unknown site conditions. The Target Team strongly believes that these <br />problems are not beyond the ability of construction engineering and observation team to prevent, minimize <br />L or resolve. Our approach will promote an avoidance of claims and disputes by instituting mechanisms to <br />facilitate open communications and early identification of contentious issues. Our methods will be fair and <br />r 1 professional. <br />Project Controls and Contracts Administration <br />Target's implementation strategy as it relates to this RFQ involves the timely selection of CM staff, which <br />depending on the specific assignment will be presented to the County's Project Manager for his approval. <br />Once the CM staff has been selected, Target will put into action the strategies that we have developed and <br />implement on each of our CM projects we manage.
