<br />SUMMARY OF QUALIFICATIONS
<br />Mr. Kennedy has 26 years of experience in civil and environmental engineering with
<br />specialization in utilities infrastructure design. He has experience in the design of civil
<br />engineering projects including neighborhood improvement projects, paving and
<br />drainage projects, water and wastewater treatment plant processes, water mains, and
<br />wastewater transmission main projects. Mr. Kennedy is familiar with the design/build
<br />process. Mr. Kennedy has worked extensively with permitting agencies including
<br />various municipalities, county planning, environmental and health protection
<br />departments, the Florida Department of Environmental Protection, and the U.S.
<br />Environmental Protection Agency. He also has considerable construction management
<br />experience.
<br />PROJECT EXPERIENCE
<br />VicePresident of Engineering. As Vice‐president of Engineering he is responsible for
<br />all actions within the Engineering Department as well as with coordination with other
<br />departments within the company including surveying, planning, landscape architecture,
<br />and construction administration. He participates in both internal and external project
<br />progress meetings and is instrumental in assuring the projects complete the quality
<br />assurance process.
<br />Associate/Director of Engineering. He directed the operations of a 25 person
<br />engineering department with the following divisions: Civil/Municipal Engineering, Land
<br />Development, Electrical and Utilities Engineering. He is involved in preparation of
<br />proposals, assigning personnel and setting up project teams. He assists in technical
<br />specification writing, contract document preparation and cost estimating.
<br />Division Director. Responsible for the overall supervision of department workloads,
<br />staff, budgets, proposals, contracts, billings, project schedules, quality control and
<br />construction inspections.
<br />Project Manager. His duties included coordination with engineers on the project team
<br />and the CADD Department as well as overall Project Management and Cost Accounting
<br />for tracking the progress of projects, change orders, work orders, and additional
<br />services agreements. In addition, he interfaced with contractors, clients, and permitting
<br />agencies from application to final certification. He has designed, permitted, and
<br />managed projects and studies for water and wastewater facilities, pumping systems,
<br />control structures, pipelines, and wet wells.
<br />Project Engineer. Responsibilities included utility projects and land development
<br />projects from client contact to determine project scope, proposal preparation, project
<br />design, permitting, bidding, construction management through to final certification or
<br />certificate of occupancy. He was directly responsible for coordination of mechanical,
<br />electrical, plumbing, structural, and civil engineering design. Provided management of
<br />commercial, industrial, highways, utilities, residential, and public works projects
<br />involving design and permitting through various governmental agencies in Miami‐Dade,
<br />Broward, and Palm Beach Counties.
