<br />RFQ #12‐06‐01, Construction Management Services for Gateway Park Page 4| 3 <br />Record Keeping & Project Close Out <br />CGA has served as a CM representative for numerous South Florida municipalities. Throughout this time, <br />we have proven our knowledge of record retention laws, a very important issue for audits and public <br />record requests. In fact, the City of Weston felt so highly of our organizational skills and knowledge of <br />record retention law, we were hired to remove, reorganize and re‐file all of their building department files. <br />All relevant files will be kept at CGA’s main office where our file room is fire suppressed and our servers are <br />backed up to an onsite tape as well as an offsite server vault. This triple redundant system ensures that our <br />client’s files are never in jeopardy. At the completion of your project, the City will be presented with a <br />binder and electronic copy of the project specific files. <br />Quality Assurance/Quality Control (QA/QC) <br />CGA is committed to providing Exceptional Solutions through quality services and work products in a <br />manner that promotes the highest level of freedom from deficiencies while seeking the highest level of <br />customer satisfaction. To that end, CGA has developed the structure and dedicated the staff required to <br />achieve these commitments. The QA/QC process is completed under the leadership of Jonathan N. Cooper, <br />PE, CGA’s Director of Quality Assurance. Mr. Cooper brings over 24 years of engineering and construction <br />expertise to this task and will custom craft a QA/QC plan specifically designed to meet the needs of this <br />project. <br />As Gateway Park is a Construction Management project, a Quality Control Plan will be developed based on <br />the following guidelines: <br />QC Plan Development Guidelines for Construction Management <br />Introduction <br />A contractor quality control plan (CQCP) is the documentation of the contractor's process for delivering the <br />level of construction quality required by the contract. This document is intended to provide guidance to <br />contractors, subcontractors, and suppliers as to what is expected from CQCPs and what the criteria for <br />accepting and using the requirements for these plans will be. <br />The CQCP is a framework for the contractor's process for delivering quality construction. The plans and <br />specifications define the expected results or outcome. The CQCP outlines how those results will be <br />achieved. While it is not possible to determine from the CQCP whether the level of construction quality will <br />be acceptable, it is possible to verify that the contractor, as an organization, has addressed the basic <br />elements of its quality process. These guidelines address not only what should be in the CQCP in order for it <br />to be acceptable to the City of Sunny Isles Beach, but also what elements the City of Sunny Isles Beach's QA <br />process needs to have in order to assure quality without usurping the contractor's responsibilities. <br />Outline of Contractor Quality Control Plan Requirements <br />a. Process control testing. List the material to be tested, tests to be conducted, the location of sampling, <br />and the frequency of testing <br />b. Inspection/control procedures. Address each of the following subjects in each phase of construction: <br />1. Preparatory phase <br />a. Review all contract requirements <br />b. Ensure compliance of component material to the contract requirements <br />c. Coordinate all submittals including certifications <br />d. Ensure capability of equipment and personnel to comply with the contract requirements <br />e. Ensure preliminary testing is accomplished <br />f. Coordinate surveying and staking of the work
