4JNN S[ff <br /> ° City of Sunny Isles Beach <br /> Personnel Policy and Procedure <br /> Policy Name PROMOTION <br /> Policy Number 212:1 <br /> Effective Date 10/1/04 <br /> Revision Date(s) 5/18/17 <br /> Prepared By, Title Human Resources Director <br /> Approved By, Title City Manager <br /> POLICY: <br /> It is the policy of the City to offer employees promotions to higher level positions when <br /> appropriate. Management prefers to promote from within and may first consider current <br /> employees with the necessary qualifications and skills to fill vacancies above the entry <br /> level, unless outside recruitment is considered to be in the City's best interest. <br /> PROCEDURE: <br /> 1) All employees are encouraged to seek advancement opportunities and to obtain <br /> promotion and career guidance from their supervisor, department head, and the <br /> Human Resources Department. <br /> 2) Within the sole discretion of the City Manager, employee eligibility for promotion will <br /> be determined by the requirements of the new job. In addition, to be considered, <br /> employees must have held their current position for at least one (1) year, have a <br /> satisfactory performance record, and have no disciplinary actions during the same <br /> period. <br /> 3) Employee candidates for promotion will normally be screened and selected on the <br /> basis of attendance and work records, performance appraisals, and job-related <br /> qualifications including, in some instances, aptitude, attitude or achievement tests. <br /> Seniority may be considered if two or more candidates are judged to be equally <br /> qualified based on merit, work record, and other qualifications. In addition, employees <br /> seeking promotion may be required to have a medical examination (if the examination <br /> is job-related and consistent with business necessity) as well as a background <br /> screening. Employees accepting a promotion will be required to sign a new conditional <br /> offer letter and will be subiect to a new introductory period. <br /> 4) The employee remains an at-will employee at all times and the employment-at-will <br /> relationship is not altered by a promotion or completion of a subsequent introductory <br /> period. <br /> CODING: Words stricken are deletions,words underlined are additions. <br /> 212-1 Promotion Page 1 of 1 <br /> 57 <br />
