If outside work activity causes or contributes to job-related <br /> problems, it must be discontinued; and, if necessary, normal disciplinary procedures <br /> will be followed to deal with the specific problems. <br /> 3) Employee requests for permission to accept outside employment, including self- <br /> employment, should be submitted in writing to the employee's department head. The <br /> request should include any pertinent information about the outside employer, the <br /> nature of the job, the hours of employment, and potential conflicts with the primary <br /> job. The department head should then forward the request through the Human <br /> Resources Director, to the City Manager recommending either <br /> approval or disapproval. The City Manager, or his/her designee, <br /> will make the final decision within his/her sole discretion, but based on the criteria <br /> contained herein. <br /> 4) In evaluating requests for outside work, department heads and the Appointing <br /> Authority City Manager will consider whether the proposed employment: <br /> a) May reduce the employee's efficiency in working for the City. <br /> b) Involves working for an organization that is a customer of services <br /> provided by the City or that does a significant amount of business with <br /> the City, such as major contractors or suppliers. <br /> c) May adversely affect the City's image. <br /> d) Presents an appearance of impropriety or conflict of interest <br /> The decision to permit outside employment based on the terms of this policy will be <br /> within the sole discretion of the City Manager, except for employees within the Office <br /> of the City Attorney. <br /> 5) Employees who have accepted outside employment may not use paid sick leave to <br /> work on the outside job.
