<br />E. Removal of Unstable Material: <br /> <br />1. It is the intent of this specification that all pipe and other structures shall be <br />provided with a stable foundation, and that any material, which by reason of <br />kind or condition is not and cannot be made stable by drainage or <br />compaction, shall be removed or replaced. Therefore, any material <br />encountered at the elevation shown on the drawings or specified for pipe <br />that will not or cannot be improved to provide a stable foundation for the <br />pipe, shall be removed and replaced. All unstable material below the grade <br />line of the pipe shall be removed for the full width of the trench and replaced <br />with suitable selected material, compacted as specified elsewhere in these <br />specifications. For the purpose of this specification, muck, peat and other <br />highly organic soils shall be considered to be unstable materials. Also, any <br />soil which is or might become wet to such a degree that its moisture content <br />is equal to or greater than 90 percent of its liquid limit will have to be <br />specifically approved by the ENGINEER with regard to stability, or shall be <br />considered to be an unstable material requiring removal and replacement. <br /> <br />3.02 PIPE TRENCH EXCAVATION <br /> <br />A. Trenches for pipe culverts and for storm sewers shall be excavated to the <br />required depth and to a width sufficient to provide adequate working room. For <br />pipe lines placed above the natural ground line the embankment shall be <br />placed and compacted, prior to excavation of the trench, to an elevation at <br />least two feet above the top of the pipe and to a width equal to four pipe <br />diameters, and the trench then excavated to the required grade. Where the <br />soils permit, the trench sides shall be vertical up to at least the mid-point of the <br />pipe. <br /> <br />B. Work shall be performed in compliance with applicable Trench Safety <br />Standards identified in the Occupational Safety and Health Administration's <br />Excavation Safety Standards (OSHA), 29 C.F.R.S. 1926.650 Subpart P will be <br />adhered to during trench excavation in accordance with Florida Statutes 553.60 <br />through 533.64 inclusive (1990), "Trench Safety Act". <br /> <br />C. For all pipe culverts and storm sewers 24 inches or over in diameter (except <br />side drain), the bedding shall be shaped to conform to the outside of the pipe, <br />for a depth of not less than 10 percent of its total height (outside dimensions) <br />and recesses provided to receive the bell. <br /> <br />D. Where wet conditions are such that dewatering by normal pumping methods, <br />including wellpointing, would not be effective, then this requirement may be <br />modified by the ENGINEER.
