Addendum No. 3 ‐ Bidder Questions and Responses <br />NE 174TH STREET ROADWAY IMPROVEMENTS <br />CITY RFP NO. 14‐11‐01 <br /> <br /> <br /> <br />2 <br /> <br /> <br />you please advise how much muck removal will be required when it is encountered – 30‐ <br />inches, 36‐inches, complete removal, etc. <br /> <br />Response: Please refer to Attachment B and Technical Specifications provided. <br /> <br /> <br />6. Bid Proposal Form: Is the bid proposal form available in either excel or word format? <br /> <br />Response: No. However, those with Adobe writer should be able to copy and convert the <br />table to an Excel sheet for their in‐office use. The bid shall be submitted in the form <br />provided by the City. Any attempt to alter, modify, or enhance this form may result in a <br />disqualification of your bid. <br /> <br /> <br />7. Off‐Duty Officers: Please add an allowance line item for off‐duty officer, since the <br />requirement for this service is unknown at this time. <br /> <br />Response: The estimated cost per hour has been provided in the RFP. The need for off‐ <br />duty police support is at the sole discretion of each prospective bidder based on their <br />proposed construction methodology and MOT plan to be implemented. Bidders are <br />advised to carefully consider these factors and make the necessary allowances within the <br />line item provided for Maintenance of Traffic currently provided in the bid form. Note that <br />all road closures, full and partial, shall require coordination with first responder services. <br /> <br /> <br />8. In reading the Bid Proposal Form Page 36 Notes, the note seems to indicate that it is both <br />a lump sum project and unit price project. Could you please clarify whether this will be <br />a unit price project, lump sum project or Guaranteed Maximum Price? <br />Response: The bid has unit prices as well as lump sum prices. Lump sum prices are fixed <br />and unit prices can have over or under‐runs. Furthermore, payment for pipe will be based <br />on field measured‐installed quantities; from inside wall to inside wall. <br /> <br /> <br />9. On the summary of the Prebid meeting, the City is requesting an Off‐Duty Police Officers <br />but the Contractor does not know, when, where, how many and how much time the city <br />will request it. It is very difficult to calculate the number of hours and some Contractors <br />assumes a few and others a lot. We believe that is fair that the City include an item with <br />an Allowance or Estimate a number of man hours for Police Officers and use them a <br />discretion of the City, thereby everybody is in the same page . <br /> <br />Response: See response to item no. 7. <br /> <br /> <br />10.
