It is the City's preference that turnover be kept to a minimum with personnel to ensure a continuity of operations through the Contract term. 2.14.1 PROGRAM MANAGER The Program Manager shall be responsible for the City of Sunny IsIGs Beach and must be a senior level management emolovee and have full authority on a day-to-day basis to act on behalf of the Contractor on all matters pertaining to the performance of the Work under this Contract. The Program Manager shall have the authority to make immediate �ediate and binding decisions on behalf of the Contractor without Obtaining any approvals from others regarding the di,bursament of any resources needed including but not limited to materials, equipment, labor, chemicals or otherwise as directed by the City.
