D.The actions that will be taken (plan)to bring a project back on schedule if it has fallen
behind schedule
When circumstances cause Hellas to lose scheduled work days or if additional work items are
undertaken that can affect the schedule, Hellas' Project Manager, Superintendent, VP/Senior
Project Manager and if necessary, it's CEO, will review the scope and schedule and determine
methods to accelerate the work so we can be on schedule. Hellas crews will work additional
hours and weekends, if necessary, to make up any lost time to maintain the original schedule.
Hellas has the capability and man power to complete a project ahead of schedule should the
need arise. Expediting the submittal process assures that materials can be ordered promptly
and delivered to the jobsite as soon as possible. Hellas' project manager can deliver submittals
promptly upon award of the project. Review and approval of the submittals prior to the pre-
construction meeting or soon thereafter will assure the project can begin immediately. Our
crews can be run in concurrent/consecutive shifts where a second crew will work concurrently
with the first crew to transition into their shift provided the site is available and there are no
restrictions on man hours on the project.
E.The procedures in place to minimize change orders
Generally, change orders are limited to the unforeseen conditions that were changed or
conditions that are unknown at the time of proposal. Change orders can also be at the desire of
®
the Owner for betterments to facilities beyond the original intent. Hellas has 30 or more
projects going at any given time and change orders overall, of any kind, amount to less than 2%
of all projects. See below for more information.
F. The methodology used to ensure the accuracy of bids
Hellas Construction has many procedures to ensure the accuracy of the bid and to minimize
project change orders. During the bidding process, an estimator is assigned to the project to
develop the scope of work. Once the appropriate scope of work is established, we take in to
account quality, time required, the safety of our workers and the community around them.
Finally, we determine what material, equipment, and skills are required to complete the work
in the most economical and efficient way.
With this information, we establish a schedule with the proper sequencing of events and
durations for each task. While procuring our materials, we use a "best value" approach to
determine what products will best fit the Owner's requirements and what provides the most
value for the dollars spent. We analyze our equipment needs and provide our workers with the
right size and type of equipment to accomplish each task in a way that ensures quality and
efficient output. Finally, we determine which individuals within our workforce possess the
talent and skills required to finish the tasks in the most professional and timely way with a
result of the highest quality. Once this information is compiled, we can develop appropriate
® costs.
Hellas Construction,Inc. RFP#12-10-03 P.76
