City of Sunny Isles Beach, Florida <br />Marine and Coastal Professional Engineering Consulting Services (CCNA) | RFQ No. 18‐02‐01 <br /> <br /> <br /> <br />Aptim Environmental & Infrastructure, Inc. <br />19 <br />01C032018D <br /> <br />understand that the City is at the helm and that it never wants surprises from its consultants either in the <br />performance of their services or in helping to foresee obstacles or increased risks that might impact the <br />goals of the City. The APTIM Team’s communications protocols and proactive consultancy will keep the <br />City’s best interests in the forefront. For example, on the City of Deerfield Beach Storm Berm <br />Nourishment project, continuous communication with the City was needed early in the project to meet <br />permit submittal deadlines and strategically determine the proper environmental permitting path to <br />pursue given a changing sand source. APTIM’s flexibility and continuous project management allowed us <br />to quickly change course and to deliver the proper permit type within a reasonable timeframe and within <br />the existing contract framework. We will use multiple methods of communications including written <br />reports, phone calls, and email. <br />With our team located close by, we find face‐to‐face meetings are also beneficial for developing project <br />scopes and discussion at key project milestones. We are also available to attend and present at City <br />Commission meetings as needed. <br />Project Planning <br />Upon receipt of the task order, the critical path schedule dictates the sequence of tasks, such as public <br />involvement and education, design approvals, environmental impacts, permitting, and bidding. A <br />successful project begins with the development of a detailed scope that properly defines the goals and <br />objectives, and clearly identifies the tasks involved to accomplish those goals and objectives. Upon the <br />agreement of a project scope, a work plan is developed that assigns a schedule to every task required in <br />the project’s life‐cycle. With the proper planning and dedication to adhering to that critical path plan, <br />surprises are kept to a minimum. Unforeseen circumstances happen, but by applying a proactive <br />approach to define the obstacle and presenting alternative solutions to mitigate the impacts of the <br />obstacle, time and cost impacts are avoided. APTIM uses the same general approach to all of our projects, <br />but fine‐tunes the approach to address the specific scope and scale of each of project. <br />As the City identifies work that it needs accomplished, APTIM’s management team will identify which <br />team members are required to complete the task and coordinate to develop a detailed scope of work and <br />budget. The Project Manager, with input from key team members, will develop a Project Work Plan that <br />acts as the blueprints for the project, including manpower, equipment scheduling, and a timeline for <br />deliverables. <br />Protecting our clients’ budget and schedule are important elements of project delivery. For the City, <br />APTIM will respond to all requests given with immediacy. Upon receiving a notice to proceed, our staff <br />will commence work to meet the identified timeline for deliverables. <br />Before beginning work, and at regular intervals thereafter, APTIM will work to develop and adapt (if <br />necessary) a project timeline for deliverables that meets the City’s needs. Depending on the complexity of <br />the project, which may involve many disciplines over a long period of time, the project’s Work Plan may <br />activate internal systems for continued control. Regular informal updates or formal reporting will be <br />provided to the City as a project progresses depending on the needs of the project and the City. <br />
