City of Sunny Isles Beach, Florida <br />Marine and Coastal Professional Engineering Consulting Services (CCNA) | RFQ No. 18‐02‐01 <br /> <br /> <br />Aptim Environmental & Infrastructure, Inc. <br />31 <br />01C032018D <br /> <br />Jordon Cheifet, PE, CFM <br />Project Manager <br />Jordon Cheifet, PE, CFM has been selected as Project Manager for the City’s <br />engineering tasks. He is a marine/coastal engineer with more than 12 years of <br />technical and project management experience, including beach programs, <br />waterfront structure design, FEMA coastal floodplain mapping, shoreline <br />restoration/protection design, numerical modeling, and marina design. Mr. <br />Cheifet is a registered professional engineer in the State of Florida and a Certified <br />Floodplain Manager. He gained significant experience working in the City of Sunny <br />Isles Beach with his former firm. Mr. Cheifet was the engineer of record of the Phase II – Coastal <br />Structures Feasibility Study prepared for the City in 2015. The report updated the original Phase I Study’s <br />recommendations, prepared for the City in 2009, based on recently completed or planned beach <br />management projects in South Florida, the feasibility of coastal structures, a beach performance <br />evaluation, the current environmental regulatory climate, and available funding strategy mechanisms. Mr. <br />Cheifet also evaluated the use and feasibility of innovative technologies for beach management in the <br />City. <br />In addition to his work on the Phase II Study, Mr. Cheifet performed an underwater assessment of the <br />two submerged breakwaters located at the north end of the City. The structures were built in 2001 to <br />mitigate end losses associated with a large fill project at that time. The underwater assessment found the <br />structures to have reduced height and cross‐section resulting from storm impacts and settlement. <br />Recommendations for repair were provided in an Underwater Investigation Report to the City. <br />Mr. Cheifet also worked with private developers at his former firm to support condominium development <br />in the City. This work included securing Coastal Construction Control Line permits, performing 100‐year <br />storm erosion analyses, wave load analyses, hydraulic flow analyses, and FEMA Letters of Map Change. <br /> <br />Beau Suthard, PG <br />Marine Geophysicist <br />Mr. Suthard has been with APTIM since 2005 conducting coastal and marine <br />geophysical, geotechnical and hydrographic surveys. He has conducted multiple full <br />geologic mapping studies required for engineering projects (including both field <br />operations and office‐based data processing, analysis, and interpretation), geologic <br />stratigraphic evaluations, sediment search investigations and cultural resource <br />investigations including sidescan sonar, seismic‐reflection, fathometer, and <br />magnetometer surveys. He has conducted vibracore collection and analysis in support of large‐scale <br />mapping and hydrographic projects of multiple coastal and estuarine systems throughout the southern <br />and eastern United States and Brazil. <br /> <br />Douglas Mann, PE, D.CE <br />Senior Coastal Engineer <br />Douglas Mann, PE, will provide coastal engineering services to the City. His <br />expertise in permitting and managing coastal armoring structures will assist the <br />City in addressing your coastal structural challenges. Mr. Mann has permitted <br />over 75 Coastal Construction Control Line (CCCL) permits for clients ranging <br />from coastal armoring structures, to public dune overwalks, and dune <br />restorations.
