Removal of Vehicles and Vessels – The removal, transportation and disposal of eligible <br />abandoned vehicles includes obtaining all necessary local, state and federal handling <br />permits and operating in accordance with rules and regulations of local, state and federal <br />regulatory agencies. No vehicles shall be removed without prior City Approval. Such <br />approval may be made for a single vehicle or multiple vehicles depending upon th e scope <br />and severity of the debris-generating event. <br /> <br />c. Dead Animal Carcasses – DMC shall collect, transport and dispose of dead animal <br />carcasses including, but not limited to, dead livestock, poultry and large animals, in any <br />permissible manner consistent with Federal, State and local laws and regulations. <br /> <br />d. White Goods – DMC should expect to encounter White Goods available for disposal. DMC <br />shall remove and recover Freon from any White Goods, such as refrigerators, freezers or <br />air conditioners, in accordance with applicable regulations. DMC shall recycle all eligible <br />White Goods in accordance with all Federal, State and local laws and regulations. White <br />Goods may be transported to a storage area before decontamination as long as Freon is <br />not released during the removal, hauling or recycling. White goods are banned from landfill <br />disposal in the state of Florida, but are accepted for recycling. <br /> <br />e. Residential Drop-off Sites - The City may elect to open a number of Drop-Off Sites to <br />allow City residents to drop off debris. In the event such sites are utilized, DMC shall be <br />responsible for managing debris at the sites including, but not limited to, providing <br />equipment to manage debris piles, loading debris for transport, hauling debris to a TDMS <br />or other designated site, and restoring the site to its pre-use condition. No reduction <br />activities will be permitted at the Drop-Off Sites. <br /> <br />f. E-Waste – means loosely discarded, damaged, obsolete, or broken electrical or electronic <br />devices including, but not limited to, computers, computer monitors, televisions, and <br />microwaves. <br /> <br />3.21 OTHER OPERATIONAL CONSIDERATIONS <br />Inspection – All emergency debris shall be subject to inspection by the Debris Monitor, Contract <br />Manager, or any public authority in accordance with generally accepted standards to insure <br />compliance with the contract and applicable Federal, State and local laws and regulations. DMC <br />shall, at all times, provide the Debris Monitor and City access to all work sites, TDMSs and disposal <br />areas. <br /> <br />Working Hours - Unless otherwise approved by the City, all activity associated with gathering, <br />loading and hauling debris shall be performed during visible daylight hours. DMC may work during <br />these hours seven (7) days per week, including holidays. With City approval, debris reduction <br />activities at the TDMSs may take place twenty-four (24) hours per day, seven (7) days per week if <br />DMC deems it necessary and safe.
