41110 All recovery material will be reconciled as follows: <br /> • Pre—Disaster Existing Inventory: will be reviewed and reconciled with purchased materials <br /> used for recovery and those purchased for restocking inventory. <br /> • Policies (Payroll and Insurance) -All payroll,overtime policies will be reviewed for federal <br /> compliance with overtime pay and comp time for key management. <br /> • Insurance- an available copy of insurance policy for all assets claimed and the schedule of <br /> values with deductibles. <br /> •Be reviewed and included with disaster documents: a copy of any lease agreements, or <br /> maintenance agreements for items claimed for FEMA reimbursement showing maintenance <br /> responsibility of the assets claimed for damage repairs; and any staging properties, or buildings <br /> temporarily leased as a result of the disaster and claimed with disaster reimbursements will require <br /> copy of leased agreements. <br /> • Donated Resources- all donated resources and volunteers will be gathered, reviewed and <br /> included for reimbursement advantages. <br /> • This log will be used to calculate the Donated Resource credit the applicant will receive to <br /> reduce the 12.5% share of the project cost <br /> • DP&O is capable of coordinating and performing communication with appropriate <br /> Federal, State, and Local Agencies on behalf of the College, as directed by the College. <br /> We are committed to represent Miami Dade College through the Federal Management <br /> Agency's (FEMA) Public Assistance (PA) Program and other federal and state programs, <br /> to ensure full compliance with all Federal, State, and Local laws in order to limit any <br /> subsequent audits and reviews, and to minimize impacts from future disasters. In Phase <br /> I of our recovery approach we will identify every opportunity for College to qualify and <br /> submit projects for Hazard Mitigation and CDBG Grants. We are experienced with the <br /> recent changes made by FEMA to the Public Assistance Program through the "New <br /> Model" announced in January 2017 and are very familiar with the Florida PA portal and <br /> the FEMA Grants Portal and their use. <br /> • We will coordinate and represent the College, as requested, at FEMA meetings and <br /> inspections providing the dedicated FEMA Program Director or Project Manager <br /> designated to the project and Engineering representative. <br /> • We will identify and confirm with FEMA all expenditures eligible for reimbursement <br /> under FEMA categories A-G and provide all necessary to support to coordinate <br /> FEMA/State Project Worksheet (PW) submittals review. <br /> • The Project Manager and Principle will ensure that for each meeting all FEMA/State <br /> items reviewed and approved, or obtained for review and approval will be documented <br /> on a "Miami Dade College Recovery Submittals Received or Approved Sign off sheet" <br /> with date and signature of State and FEMA. <br /> !r <br /> Disaster Program &Operations, Inc.
