CROWDER CrowderGulf <br /> t F RFP Disaster Debris Management and Disposal Services 18-04-02 <br /> City of Sunny Isles Beach, FL <br /> Subcontracting Policy <br /> It is standard policy that all subcontractors comply with all of the contractual conditions and commitments of CrowderGulf.As such, <br /> all subcontractors shall agree to the following: <br /> I 1. Enroll in the E-Verify program and provide acceptable evidence of enrollment at the time of subcontract execution.Acceptable <br /> evidence consists of a copy of the properly completed E-Verify Company Profile page or a copy of the fully executed E-Verify <br /> Memorandum of Understanding for the company. It shall be the Subcontractor's responsibility to familiarize themselves with <br /> all rules and regulations governing this program. <br /> 2. Read and formally acknowledge by signature the CrowderGulf Contract for subcontractors and Safety Manual as provided by <br /> CrowderGulf. <br /> 3. Provide satisfactory evidence of bonding and licensing that complies with contract and jurisdictional requirements. <br /> 4. Provide assurances that no current owner, principal or officer of the firm is or has ever been debarred by the state and/or <br /> federal government. <br /> 5. Obtain and furnish satisfactory evidence of required insurance from a responsible insurer. <br /> 6. Give all notices and fully comply with all local, state and federal laws—including, but not limited to, social security, workers <br /> compensation and unemployment insurance, DOT, etc. <br /> 11, 7. Begin work to be performed within two full workdays after a subcontractor is notified of a subcontract award, unless otherwise <br /> stipulated in the subcontract arrangements. The subcontractor will pay for all materials, equipment and labor used in the <br /> performance of the subcontract(s). <br /> 0 8. In the event a subcontractor makes an untimely start,or is unable to supply sufficient skilled workmen,equipment or materials <br /> to satisfy the subcontract arrangements,CrowderGulf may terminate the employment/contract of the subcontractor for cause. <br /> 9. Take all reasonable safety precautions with respect to contracted work, complying with all safety, workplace standards and <br /> environmental measures as directed by CrowderGulf. <br /> 10. Furnish periodic progress reports on the work as directed by CrowderGulf, plus use the debris reporting system selected by <br /> CrowderGulf. <br /> 11. Provide CrowderGulf with progress payment billings(as agreed in the respective subcontracts). <br /> Q 12. Final payments to subcontractor(s)may be deferred pending receipt of contractual or statutory lien waivers,releases,closeout <br /> documents or other encumbrances. <br /> 13. Other stipulations may apply as may be required by unique local conditions. <br /> Understanding Requirements <br /> CrowderGulf takes several steps during the proposal preparation process to ensure local subcontractor participation as well as <br /> M/WBE utilization policies and 44 CFR 13.36(e) compliance are met. Understanding exactly what the Client is requesting during <br /> this initial proposal phase is key to implementation upon activation. In order to clearly define the expectations required we take <br /> several preliminary steps. The first step is to review M/WBE policies and procedures to determine specific goals set by the Client. <br /> Our second step is to determine utilization breakdowns required. Lastly, we identify all required certifications and/or M/WBE <br /> directories to be used for soliciting M/WBE firms and any further breakdowns of percentage goals.Once these steps are completed <br /> and we have a clear understanding of all requirements we continue with the following process: <br /> Steps in the Process: <br /> 1. Before any subcontractors are solicited,CrowderGulf compiles a list of local subcontractors from our Database of pre-qualified <br /> subs. These companies have either worked for CrowderGulf and are in good standing, have registered with us through our <br /> website,www.crowderqulf.com,or have been previously solicited by CrowderGulf.All subcontractors must meet the following <br /> requirements to be considered for prequalification: <br /> a.
