<br /> <br /> <br />US 17 and 6th Avenue South <br />North Myrtle Beach, South Carolina <br /> <br />Mead & Hunt provided engineering design and construction services required for utility conversion and <br />intersection improvements at 6th Avenue South and US 17 in the City of North Myrtle Beach. The utility <br />conversion consisted of relocating overhead electric and communication lines to an underground <br />conduit system along US 17 from 3rd Avenue South to 7th South and along 6th Avenue South in <br />conjunction with the intersection improvements. Once constructed, approximately 108,446 linear feet <br />of conduit, along with associated structures, equipment pads, pedestals and decorative street lighting, <br />was installed along the project corridor. <br /> <br />The utility conversion included undergrounding three overhead electric main feeders which intersected <br />at 6th Avenue South and US 17. Our design used three 10-foot-by-10-foot underground switchgear vaults <br />at the intersection. Due to limited right-of-way and numerous utility conflicts, the main conduit trench <br />was placed under the outside northbound travel lane of US 17. <br /> <br />Since North Ocean Boulevard is a South Carolina Department of Transportation (SCDOT)-maintained <br />roadway, this installation required close coordination with SCDOT concerning the specification of the <br />pavement restoration and traffic control. <br /> <br /> <br /> <br /> <br />Peer Review of Utilities Undergrounding Master Plan <br />Palm Beach, Florida <br /> <br />P&D was retained by the Town of Palm Beach to provide an independent, technical peer review of the <br />“Town-Wide Undergrounding of Utilities Master Plan” with the intent of improving the overall project <br />cost, schedule, and/or quality. The goal of the current undergrounding project is to convert <br />approximately 45 pole miles of overhead electric and telecommunication lines to an underground <br />conduit system throughout the Town. Our peer review included examination of the project’s approach, <br />the Master Plan, planning and engineering design, program management and delivery method, costing <br />and applicability of opinion of probable cost, scheduling and sequencing, traffic impacts, and the overall <br />plan for executing the project. Our approach for this project was to partner P&D’s in-house expertise <br />with outside specialty firms, Erdman Anthony and NewGen Strategies & Solutions, to provide a seamless <br />team of professionals to perform the peer review for the Town. We analyzed the project’s documents, <br />data, and drawings provided by the Town, and then we conducted interviews of the Town’s staff, the <br />design team, staff from FP&L, Comcast, and AT&T, the Phase 1 CMAR contractors and Phase 1 electrical <br />subcontractors, as well as electrical subcontractors whose bids for work were unsuccessful. Our findings <br />centered around administrative procedures, phase structuring, cost estimate confidence, contract <br />quantities, as well as technical details.
