CONSULTING ENGINEERING SERVICES FOR <br />Golden Shores Utility Undergrounding and Roadway Improvements <br />D–11IWOP41002.18w_Sunny Isles Beach Golden Shores Undergrounding.indd <br /> FP&L, AT&T, and Comcast will review and approve the installed materials prior to installation of electric, telephone, <br />and cable infrastructure. The City’s contractor would ideally install all of the electrical infrastructure while <br />communication cable and equipment will be installed by crews internal to AT&T and Comcast. The majority of <br />the site restoration can then occur which includes repair of both public rights of ways and private property areas <br />impacted by the conduit installation. <br /> Once the infrastructure listed above is complete, the systems will be energized and made ready for service <br />connections to commence. <br /> Once ready for connection, individual electrical services will be swapped from the overhead to underground system <br />by the City’s contractor and the communication services will be swapped by the respective utility owners. <br /> Once all services have been swapped, the existing overhead facilities can then be removed and final restoration and <br />landscaping can be performed. <br />We will work very hard to make sure your interests are kept first and foremost while performing our observations in the <br />field. Because our engineers and field representatives are so well versed in the design, operations, and maintenance of <br />municipal infrastructure and facilities, we are able to quickly determine how field changes can affect the overall project <br />schedule and/or future operations. This allows us to make any quick corrections to avoid a project heading down the <br />wrong path and has contributed to the success of recent construction projects. <br />As each phase of the project nears substantial completion, we will develop the punchlist for the contractor to complete. <br />We will follow up on the punchlist items to be addressed until they are completed. We will work with the contractor <br />to assemble the operations and maintenance manuals, record drawings, warranties, and other pertinent closeout <br />information relevant to the project. Once any project has been completed, the project files, both electronic and hard copy <br />forms, will be assembled for delivery to the City. <br />Project Field Representative <br />At the City’s direction Kimley-Horn will provide a representative who will conduct daily observations of the infrastructure <br />installation for the Golden Shores project. Our team is complemented with on-site project field representatives who will <br />observe contractor operations. When a component is buried or otherwise hidden from view at the conclusion of the <br />project, daily observation of construction is especially critical. Pipelines, structural reinforcement, foundations, conduit, <br />structures, and internal components must be inspected prior to installation and comprehensively photographed for future <br />reference. All of these activities will be documented in daily reports and photographs prepared and cataloged by the field <br />representative. Any outstanding deviations will be brought to the City’s and contractor’s attention as they are discovered <br />so they can be resolved quickly and construction disputes can be minimized. Reports will be uploaded to the project <br />website and can be downloaded by authorized users from any computer. <br />Project Control <br />Cost Control <br />Kimley-Horn is sensitive to meeting client budgetary needs and has employed a variety of measures to ensure we <br />design a project within budget. Our recent experience providing these services for numerous governmental entities <br />has given us significant command of current design processes and construction cost-saving options. The best way to <br />control construction costs is to provide detailed design plans and specifications to ensure the contractor is well aware <br />of the existing conditions and proposed design features to complete accurate bids. Insufficient information leads to <br />contingency pricing and supplements during construction. Key components to cost control are: <br /> 3 Detailed Work Plans. Thorough planning with descriptions of goals, milestones, QA/QC plans, detailed staff-hour <br />estimates, and items critical to the project’s success.
