The 3-mile study segment was divided into homogeneous sections based on land use and <br />pedestrian activity for analysis. The study also included plotting pedestrian and bicycle crashes to identify crash clusters and assessing the <br />need for mid-block pedestrian crossings using the guidelines contained in the Traffic Engineering Manual (TEM). Through this contract, <br />Ms. Diaz performed skid hazard location investigations consistent with the objective of the Highway Safety Improvement Program.
